<br />e <br /> <br />- <br /> <br />tit <br /> <br />3.0 AFFECTED ENVIRONMENT <br /> <br />This section describes the affected human and natural environment as they relate to the <br />proposed action and the no action alternative. The analysis is largely based on previous <br />studies conducted by Ramsey County, TCMP, and government agencies as well as site <br />visits and interviews conducted January through July 2001. <br /> <br />3.1 Environmental Management <br /> <br />Environmental management activities at TCMP include remediation of the installation <br />CERClA Operable Units in accordance with the terms of the Federal Facility Agreement <br />and the provisions of 42 U.S.C. Section 9601 et seq. The site proposed to be <br />transferred is not part of the CERClA remediation effort at TCMP. <br /> <br />3.2 land Use <br /> <br />Currently the land proposed to be transferred is included in a U.S. Army National Guard <br />training area and adjacent highway right-of-way. The area is not actively used and has <br />been determined to be available for the proposed transfer. <br /> <br />In 1995-96, two committees, the Arden Hills Task Force and the Vento TCMP <br />Reutilization Committee, worked collaboratively to develop a general land use plan for <br />reutilizing the TCMP area. The site of the new maintenance facility is consistent with <br />these efforts. The proposed County maintenance facility is proposed to be a joint facility <br />with the City of Arden Hills, the U.S. Army National Guard, Moundsview Public Schools <br />District 621, Ramsey County Library Department, Ramsey County Sheriffs Department, <br />and the Ramsey County Soil and Water Conservation District. Multiple and shared uses, <br />buildings, and facilities will minimize infrastructure costs and impervious areas on the <br />site. <br /> <br />The site of the proposed new maintenance facility is bordered by Highway 96 to the <br />south and National Guard Center to the east. To the west and to the north are TCMP. <br />South of Highway 96 in Arden Hills, is a residential area and a church. <br /> <br />The existing land use for TCMP is summarized in Attachment C Attachment C is <br />divided into improved grounds, semi-improved grounds, and unimproved grounds. The <br />site of the land to be transferred and the proposed new maintenance facility would be <br />listed under the unimproved classification of "Buildings and structures" and "Pavements <br />and railroads" in Attachment C. <br /> <br />3.3 Air Quality <br /> <br />TCMP is located in an Attainment area except for CO where its status is maintenance <br />area. The two air pOllutants considered in this EA are criteria pollutants, which are those <br />pollutants for which ambient air quality standards have been established by the U. S. <br />Environmental Protection Agency (EPA) and the Minnesota Pollution Control Agency <br />(MPCA). These two pollutants are of interest to the EPA and MPCA since TCMP is <br />located within a designated maintenance area for carbon monoxide (CO) and sulfur <br />dioxide (S02). <br /> <br />6 <br />
