<br />e <br /> <br />~. <br /> <br />- <br /> <br />3.4 Water Resources <br /> <br />The property proposed to be transferred is located nearby to Sunfish Lake, Marsden <br />Lake and several small wetland areas. There are two ditches on the property proposed <br />to be transferred that have wetland vegetation and exhibit wetland characteristics. <br /> <br />TCMP is entirely within the Rice Creek Watershed District. The District addresses <br />water issues, administers regulatory programs and undertakes projects to improve water <br />quality. The City of Arden Hills has a number of protective ordinances and policies in <br />place that enhance District activities. <br /> <br />3.5 Geology and Soils <br /> <br />TCMP is located near the boundary of the Western Lake Section of the Central <br />Lowland Physiographic Province (USA THAMA 1978). This province is characterized by <br />till plains, moraines, lakes, and lacustrine plains. A low marsh, Marsden Lake, occupies <br />the east part of TCMP; a northeast-trending hill (kame) occupies the central part of the <br />site; and the western part is characterized by relatively flat ground, marshes, and <br />streams. Rice Creek flows southward across the northwest portion of the site <br />Topography at TCMP ranges from a low of 880 feet Mean Sea Level (MSL) along Rice <br />Creek to a high of 1,100 feet MSL at the crest of the kame. The surficial geology of <br />TCMP can be found at Attachment D. <br /> <br />3.6 Noise <br /> <br />The Noise Control Act of 1972 established that if federal agencies are engaged in a <br />noise-emitting activity they should comply with federal, state, and local requirements with <br />respect to control and abatement of noise to the same extent as private entities. <br /> <br />Department of Defense (000) Instruction 4165.57 requires the military departments to <br />develop, implement, and maintain an installation compatible-use zone plan. Army <br />Regulation 200-1, dated 21 Feb 97, Chapter 7, Environmental Noise Management <br />Program, defines the objectives of the Army's Environmental Noise Management <br />Program for controlling environmental noise to maintain land use compatibility as <br />indicated by objective noise levels identifies noise impact areas and activities and relies <br />principally on the installation and local communities' land use planning to mitigate noise <br />impacts. <br /> <br />3.7 Transportation <br /> <br />The major transportation network surrounding TCMP is made up of metropolitan <br />freeways, U.S. highways and county roads. The system provides access to other parts <br />of the metro area and the state. <br /> <br />3.8 Installation Restoration Program <br /> <br />TCMP was nominated for placement on the Environmental Protection Agency's <br />National Priority List (NPL), in 1982. In accordance with the provisions of the TCMP <br />FFA, signed by the U.S. Army, the U.S. Environmental protection Agency and the <br />Minnesota Pollution Control Agency signed in 1987, an analysis of sites adjacent to the <br /> <br />7 <br />
