The most significant sites are Operable Unit <br />2 Site G, Site H and Site I, all of which are being addressed under TCMP's Installation <br />Restoration Program (IRP). As indicated by the site map, Site G, Site H and Site I are <br />not within the properties being transferred to Ramsey County. (See Attachment E.) <br /> <br />3.9 Prehistoric and Historic Sites <br /> <br />A Cultural Resource Management Plan (CRMP) was developed for TCMP in 1996 <br />pursuant to Army Regulation 420-40. The CRMP discusses local prehistoric and historic <br />cultural chronology and history as well as the need for an evaluation of the <br />archaeological data and architectural information accumulated at TCMP to date. <br />Section II of that report provides a review of known and potential prehistoric and historic <br />site locations (Attachment F) and outlines the appropriate archaeological procedures for <br />inventory and evaluation. <br /> <br />The CRMP requires actions that involve the excessing of lands to a nonfederal agency <br />to comply with requirements for archeological survey, testing, evaluations, and treatment <br />alternatives through consultation with the Army and the State Historic Preservation <br />Officer (SHPO) prior to release of those lands. The SHPO has been notified by TCMP <br />of the proposed land transfer. <br /> <br />3.10 Utilities <br /> <br />3.10.1 Sanitary Sewer <br /> <br />TCMP will not be providing Sanitary Sewer Service to the Maintenance facility Site. A <br />sanitary sewer interceptor and sewage treatment will be to the City of Arden Hills via the <br />Metropolitan Council Environmental Services (MCES) system. Within the City, the <br />system is under the jurisdiction of the City's Sanitary Sewer Utility. <br /> <br />3.10.2 Water <br /> <br />TCMP will not be providing Water Service to the Maintenance facility Site. Water <br />service to Arden Hills is presently provided from the St. Paul Water Utility through the <br />City of Roseville. Once in the Arden Hills, the system is under jurisdiction of the City's <br />Water Utility. Arden Hills has one 12-inch water main into the TCMP area that currently <br />serves only the U.S. Army National Guard facility located west of the proposed transfer <br />site. This water main was installed in 1995. <br /> <br />3.10.3 Storm Drainage <br /> <br />The general TCMP drainage pattern is a northwest flow to Rice Creek. Rice Creek <br />flows southwest through Anoka and Ramsey County and eventually into the Mississippi <br />1.5 miles north of Interstate 694 in Fridley. Sunfish Lake drains into Marsden Lake, <br />which flows into County Ditch NO.1 and drains into Rice Creek. <br /> <br />3.10.4 Streets <br /> <br />Callaghan Street and Von Kuster Road which serve exclusively as access roads to <br />Building 576 are within the property to be transferred. <br /> <br />3.10.5 Socioeconomic Characteristics <br /> <br />8 <br />
