<br />e <br /> <br />- <br /> <br />- <br /> <br />The City of Arden Hills population nearly doubled from 1970 to 1997, increasing from <br />5,149 persons to an estimated 9,692 persons. The most rapid growth occurred during <br />the 1970s. <br /> <br />The median household income in 1989 was $50,660, significantly higher than that of <br />either Ramsey County's $32,043 or the metro area's $36,678. A higher percentage of <br />City residents are employed in the professional occupations in comparison to residents <br />in Ramsey County and the metro area. <br /> <br />Arden Hills has a strong employment base with more employees (10,637) than residents <br />(9,560) [Metropolitan Council 1995 estimates]. The proportion of employees to residents <br />is anticipated to increase by the year 2020. In 2020, the Metropolitan Council has <br />estimated Arden Hills will contain 17,100 jobs, compared to 11,800 residents. <br /> <br />3.12 Vegetation <br /> <br />A list of vegetation inherent to TCMP is available for review in the TCMP Natural <br />Resource Management Plan: <br /> <br />3,13 Wildlife <br /> <br />A list of animal species reported sighted at TCMP is available for review in the TCMP <br />Natural Resource Management Plan: <br /> <br />3.14 Construction Effects <br /> <br />The proposed site of the new maintenance facility has previously been disturbed. Prior <br />to the Army's acquisition of the land, the area being considered for the new maintenance <br />facility was a farmstead Reviewing aerial photos from 1940 shows the footprint used for <br />agricultural purposes prior to the TCMP's use The site is currently occupied by TCMP <br />Building 576 and a partially paved parking area that is in use by the National Guard, <br /> <br />3.15 Permits Required <br /> <br />The site of the proposed maintenance facility is within the City of Arden Hills and <br />construction will require a building code permit from the City. A guidance document <br />(Attachment G) outlines a process for doing a construction project in the city, <br /> <br />The site of the proposed maintenance facility is within the Rice Creek Watershed <br />District, The County is required to obtain a permit from the District prior to construction. <br />The Rice Creek Watershed District has adopted a permit program which requires <br />property owners within the District to obtain approval for the following: 1) land <br />development plan; 2) final site drainage plan; 3) rough grading plan; 4) appropriation of <br />public waters; 5) bridge and/or culvert construction; 6) wetland alteration plan; 7) <br />shoreland alteration plan; and 8) public and private drainage system. <br /> <br />A NPDES permit will be required from the Minnesota Pollution Control Agency. <br /> <br />If wetlands are impacted, a Section 404 permit from the U,S. Army Corps of Engineers <br />will be required. <br /> <br />9 <br />
