<br />e <br /> <br />- <br /> <br />- <br /> <br />3.16 Public Health and Safety <br /> <br />An Environmental Baseline Survey (EBS) is being written for this land transfer to <br />document the environmental conditions of the property and to determine if there is a <br />threat to public health or safety. The EBS will analyze the property being transferred to <br />ensure the level of risk to human health and the environment is known prior to the land <br />transfer <br /> <br />3.17 Environmental Justice <br /> <br />In accordance with Executive Order 12898, dated February 1994, the Army is required <br />to identify and address, as appropriate, the potential for disproportionately high adverse <br />human health or environmental effects of its actions on minority or low-income <br />populations. <br /> <br />At TCMP, no disproportionately negative economic or social impact is anticipated to <br />minority or low-income communities. No human health or environmental impacts are <br />believed to be associated with the proposed action or the no action alternative. <br /> <br />4.0 ENVIRONMENTAL CONSEQUENCES OF THE PROPOSED ACTION AND <br />ALTERNATIVES <br /> <br />The discussion includes the environmental impacts of the no action and proposed action <br />and any environmental effects that cannot be avoided should the proposed action be <br />implemented. <br /> <br />4.1 <br /> <br />Environmental Management <br /> <br />4.1.1 No Action <br /> <br />The no action alternative would maintain the status quo. TCMP would continue its <br />environmental management responsibilities. <br /> <br />4.1.2 Proposed Action <br /> <br />The proposed action will not affect current domestic sewage, debris and garbage <br />disposal volumes, lakeshores, or prairies within TCMP. Ramsey County will notify <br />TCMP personnel if signs of environmental concern should appear during site <br />preparation. If any material would be unearthed that might pose a threat to human <br />health or the environment it would be handled in accordance with all applicable <br />environmental laws and regulations. <br /> <br />An Environmental Baseline Survey (EBS) is being written for this land transfer to <br />document the environmental conditions of the property. In general, the assessment <br />revealed no environmental issues posing a significant, unreasonable or unmanageable <br />health risk related to the proposed acquisition of Building 576 and the parking lot by <br />Ramsey County, and related building deconstruction. The EBS lists a number of <br />environmental issues with regard to Building 576, including petroleum, polychlorinated <br />biphenyl's (PCBs), asbestos, lead-based paint, explosives, and chemicals. Ramsey <br />County will be addressing the abatement of these issues prior to and concurrent with the <br />deconstruction of Building 576. <br /> <br />10 <br />
