<br />e <br /> <br />- <br /> <br />- <br /> <br />If material is unearthed during site preparation and appears to be of significant historic <br />and/or of cultural value, Ramsey County will contact the State Historic Preservation <br />Office. <br /> <br />If solid waste material is unearthed during site preparation and is found to be non- <br />hazardous to human health and the environment and if that material does not have <br />significant historical or cultural value, the waste would be properly disposed of in an <br />approved off-site landfill. <br /> <br />If the existing ditches with wetland characteristics are impacted by construction, Ramsey <br />County will follow the rules and regulations imposed by the U.S. Army Corps of <br />Engineers, the State of Minnesota Wetland Conservation Act, the Rice Creek Watershed <br />District, and the City of Arden Hills with respect to the avoidance. minimization and <br />replacement of wetlands impacted by construction. <br /> <br />The U. S. Fish and Wildlife Service stated in an August 8, 2000 letter (Attachment H) <br />that it has no objection to the land transfer. <br /> <br />The Minnesota Department of Natural Resources (DNR) also responded to the proposed <br />action on July 6, 2001 (Attachment J). All salt and salt/sand on the site will be stored <br />within buildings, and therefore will not impact stormwater. Hazardous material storage <br />will be indoors with secondary containment. Vehicle maintenance will also be indoors <br />with provision for spill containment. Treatment of stormwater runoff from the <br />maintenance facility site will be provided in a storm water pond located in the southeast <br />corner of the project that is to be constructed in 2003-4 as part of the Highway 96 <br />reconstruction project. The pond is to be designed meeting National Urban Runoff <br />Program and NPDES standards. As previously mentioned the Rice Creek Watershed <br />District has jurisdiction and permit authority for this area. It is assumed that the District's <br />authority would be used to mitigate impacts related to runoff. (See Section 4.10.2.3) <br /> <br />4.2 Land Use <br /> <br />4.2.1 No Action <br /> <br />Under the no action alternative, The Army would retain control of the property. Land use <br />impacts would remain consistent with the overall operation at TCAAP with no change in <br />overall acreage. . <br /> <br />4.2.2 Proposed Action <br /> <br />The proposed action is consistent with the Vento Reuse Committee Plan. <br /> <br />In the Vento Plan, the present maintenance facility is described as less than adequate to <br />serve the needs of the community over the long term. <br /> <br />The proposed County maintenance facility is proposed to be a joint maintenance facility <br />with the City of Arden Hills and the U.S. Army National Guard, with office space for <br />Moundsview Public Schools District 621, the Ramsey County Library Department, <br />Ramsey County Sheriffs Department, and the Ramsey County Soil and Water <br />Conservation District.
