Construction of the proposed <br />facility will employ the principles of sustainable architecture, reducing the use of toxic or <br />hazardous building materials, with improved indoor environment. and using resource- <br />efficient design. <br /> <br />4.3 Air Quality <br /> <br />4.3.1 No Action <br /> <br />The no action alternative would maintain the status quo. <br /> <br />4.3.2 Proposed Action <br /> <br />The proposed action would not contribute significantly to emissions or any violation of a <br />CO or SO, standard in the region. The County already performs maintenance activities <br />in the County; therefore implementation of the proposed action would merely relocate <br />those activities and the minor amounts of emissions associated with them. The CO <br />concentrations in the vicinity have been analyzed for the Highway 96 project to be <br />constructed in 2003-4. This analysis used the U.S. EPA MOBILE5a emissions model, <br />and the CAL3QHC traffic flow and dispersion model. Predicted CO concentrations at the <br />Highway 96/TH 10 intersection are below state standards for the 2002 year. The <br />maximum predicted CO concentrations are 6.1-PPM one-hour average and 4.3-PPM <br />eight-hour average. State standards are 30 PPM CO 1-Hour average. 9 PPM CO 8-Hour <br />average. Implementing the proposed action is in conformity with the State <br />Implementation Plan, would not be a significant impact and therefore no mitigation is <br />required. <br /> <br />4.4 Water Resources <br /> <br />4.4.1 No Action <br /> <br />The no action alternative would maintain the status quo. <br /> <br />4.4.2 Proposed Action <br /> <br />The proposed action is entirely within the Rice Creek Watershed District. The District <br />addresses water issues, administers regulatory programs and undertakes projects to <br />improve water quality. The District's regulatory mission and authority will insure that <br />environmental impacts are managed and will not have a significant impact on the <br />environment. <br /> <br />4.5 Geology and Soils <br /> <br />4.5.1 No Action <br /> <br />The no action alternative would maintain the status quo. TCMP geology would stay the <br />same. <br /> <br />4.5.2 Proposed Action <br /> <br />12 <br />
