e

The proposed action would not significantly change the surficial geology. The proposed
construction is "light commercial" which will not require extensive excavation or
landscaping. There are no proposals for well construction on the property. Therefore,
the transfer of property and construction of a maintenance facility would have minimal
surficial impacts.

4.6 Noise

4.6.1 No Action

The no action alternative would maintain the status quo. Noise levels would remain
unchanged.

4.6.2 Proposed Action

,
The proposed action would generate noise during construction of the new maintenance
facility. That noise would be temporary and not considered significant in this analysis.
Once completed the maintenance facility would generate noise in its operation as a
maintenance facility. The primary source of noise generation would be from the arrival
and departure of road maintenance vehicles, employee and visitor vehicles, and the
loading or delivery of salt, sand, gravel and other road maintenance materials. The
Minnesota Pollution Control Agency regulates the noise levels generated by the facility
and it is presumed that the facility would meet these standards. Therefore there would
be no significant noise impacts related to the proposed action.

-

4.7 Transportation

4.7.1 No Action

.

The no action alternative would maintain the status quo. Traffic levels would remain
unchanged.

4.7.2 Proposed Action

The proposed action would not require significant modifications to primary or secondary
routes. Access to the proposed maintenance facility site will be from outside of TCMP.
Therefore, the action would not cause any significant environmental impacts.

4.8 Installation Restoration Program

4.8.1 No Action

The no action alternative would maintain the status quo. TCMP would continue
cleanup activities consistent with its Record of Decisions.

Proposed Action

-.

4.8.2 The proposed action does not involve areas of concern to nor impact the TCMP
Installation Restoration Program. Therefore there would be no impacts due to the
implementation of this action.

13
