e

-

-

4.10.2.4 Streets

The proposed action would not require significant modifications to primary or secondary
routes. Access to the proposed site will be from outside of TCMP. Therefore, the action
would not cause any significant environmental impacts.

4.11 Socioeconomic Characteristics

4.11.1 No Action

The no action alternative would maintain the status quo. Socioeconomic characteristics
of Arden Hills and surrounding communities would not be affected.

4.11.2 Proposed Action

Implementing the proposed action will create temporary jobs during construction of the
new maintenance facility. The number of personnel working at the maintenance facility
is not likely to increase significantly for the purposes of this analysis. No significant
impacts are expected.

4.12 Vegetation

4.12.1 No Action

The no action alternative would maintain the status quo. There would be no impacts to
vegetation, and resources would continue to be managed and protected through
TCMP's natural resources program.

4.12.2 Proposed Action

Much of the site is occupied by Building 576 or paved parking. The existing vegetation
on site consists of remnants of past agricultural practices. Prior to the Army taking over
the property being transferred, it was used for agricultural purposes. As a result of tilling
activities, mostly exotic species are on site. No threatened or endangered plant species
have been observed on site. Therefore no significant impacts are expected.

4.13 Wildlife

4.13.1 No Action

The no action alternative would maintain the status quo, and no impacts are likely to
occur to wildiife.

4.13.2 Proposed Action

No federally listed endangered species are presently known to reside on TCMP,
however, the peregrine falcon may exist in the general vicinity. The following table lists
species sighted on other areas of TCMP that are classified as Threatened (T) species
and species of Special Concern (SC) on a Federal (F) or State (S) ievel:

Mammals:

15

___ I
