Landscape Lot Area <br /> <br />The City's landscape lot area for the R-1 Zoning District is 65%. At this time, the applicant <br />is proposing to provide 37.9% on site. Staff would suggest that additional landscaping be <br />provided particularly along Snelling Avenue to provide an additional buffer from the <br />residential area. <br /> <br />Our current landscape regulations require caliper inches of deciduous and coniferous trees <br />based on the gross square footage of all floors of a building. Staff has interpreted this to <br />mean that the gross square footage of the proposed space and not of the entire structure. <br />Therefore 936.88 caliper inches of deciduous and coniferous trees would be required. <br />Requirements also state that the caliper inches shall contain the following table: <br /> <br /> <br />1-2 Stories <br /> <br />50% <br /> <br />30% <br /> <br />20% <br /> <br />Suggested # of <br />Caliper Inches <br /> <br />468.44 <br /> <br />281.06 <br /> <br />187.38 <br /> <br /> <br />The landscaping requirements above exclude any foundation plantings or shrubs. The 8' Red <br />Pine trees fall between the 2-3 caliper inch category and the 3.5-4 caliper inch category and <br />would therefore be counted in the 2-3 caliper inch category. <br /> <br />5. Traffic and Access: concept plan outlines two access points to the property. The current <br />access to Highway 96 will be relocated 120 feet to the east in conjunction with the <br />improvements to Highway 96, Highway 96 improvements should begin this summer. The <br />current access to Snelling Avenue is proposed to be relocated approximately 420 feet to the <br />south. The attached traffic impact study details the potential impacts associated with this <br />facility. The study concludes that the proposed expansion should have little or no impact on <br />the weekday pm peak hour. Traffic control may be necessary for special events and for <br />services. <br /> <br />6. Storm Water Management: The applicant has proposed enlarging the pond in the northwest <br />corner and also allowing Ramsey County to use the pond for stormwater from Highway 96. <br />This area currently has a storm water pond in place as evidenced by an existing ponding <br />easement that is in place.
