<br />e <br /> <br />. <br /> <br />. <br /> <br />Exhibit A <br /> <br />Fernwood Channel Storm Water Improvements <br /> <br />Narrative: <br />The City proposes to excavate a basin between Ingerson Road and a point approximately 50 feet <br />upstream of the existing northern bridge across the channel. The basin will have irregularly <br />shaped and gently sloped edges and be four feet deep at its maximum depth. Trees currently <br />growing along the portion of the channel that is to bc developed into the basin and owned by the <br />Association will be removed. However, the basin edges will be planted with a variety of plants, <br />shrubs, trees and aquatic vegetation to provide a natural looking feature. Approximately 40 trees <br />will be planted on the Association's property and will be 2.5" caliper (deciduous) and 6 ft. tall <br />(coniferous) in size. Plants and shrubs will range from 6" to 36" in height. All plant stock will <br />include a two year full replacement warranty from the nursery. The south end of the new basin <br />will have an impermeable weir constructed of earth and boulders that is approximately 30 feet <br />long, 4 feet high, and 5-20 feet in thickness(top to bottom). It will be attractively concealed by <br />the strategic placement of boulders over which the water will flow into the channel during rain <br />events. A new wood chip trail will connect Fernwood Court with the west side ofthe channel. <br />The water level in the basin will be approximately equal to the level of Lake Josephine and will <br />be designed to be "wet" at all times - it is the volume of water in the pond which provides the <br />means to settle out silt etc. before the water spills over the boulders and into the channel. The <br />improvements include the construction of a shallow turfed swale with a French drain underneath <br />(about 2 feet deep) from Ingerson Court across the northern portion of the Association property <br />and draining into the Channel via an unobtrusive outlet below the pond's waterline. The swale <br />will be graded to be easily mowed and will be only 6-12" below the surrounding area. <br /> <br />The City guarantees that post construction, all of the Association's land will be returned to its <br />original condition if not better. All construction debris will be removed from the property at the <br />City's expense. <br /> <br />The proposed improvements will include vegetation around the perimeter of the basin to <br />discourage children from playing in or near the basin. Slopes around the basin will be graded to <br />be safe slopes (3 horz.: I vert.) to prevent inadvertent slipping etc. around the edge of the basin <br />by children and adults. Many of the slopes around the current channel are eroded and steeper <br />than the proposed slopes. The proposed work in the channel downstream of the basin will also <br />include rounding the edge of the embankment for aesthetics and safety. <br /> <br />Access during construction: Once a contractor has been awarded the project, the City Engineer <br />will approve a work schedule for the entire project. Based upon typical projects we would <br />assume that the Contractor would like to begin the grading and excavation work relatively soon <br />in the project (likely by mid July) and will restore the site (seeding/sodding/Landscaping) in late <br />August and September when conditions are better for plant establishment and the remainder of <br /> <br />1 <br />
