<br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 3, 2003 <br /> <br />2 <br /> <br />Commissioner Larson asked ifthere was drainage between the garage and the house and <br />if so, did it drain to surrounding properties. Mr. Hellegers replied he was not sure if it <br />drained to other properties, but he did not believe there was drainage between the garage <br />and the house. <br /> <br />. <br /> <br />Chair Sand asked if the proposed garage was going to expand north and east, moving it <br />away from the south property line, and how much room was left between the north side <br />of the garage and the north property line. He asked if there was enough land to position <br />the garage without backing up into Lake Johanna Boulevard. Mr. Hellegers replied <br />flipping the garage was looked at and it could be done, however the utilities would need <br />to be moved if the garage was relocated. <br /> <br />Chair Sand invited anyone for or against the variance to come forward and make <br />comment. <br /> <br />Earl Nolting, Applicant, 3336 Lake Johanna Boulevard, stated they had explored moving <br />the garage but there were both practical and financial aspects to moving the existing <br />utilities, which would need to be relocated if the garage was moved. <br /> <br />Sam Clark, 3342 Lake Johanna Boulevard, stated he had no problem with the proposal <br />and he believed it would be an improvement over what was there nOw. He indicated it <br />would be a good addition to the neighborhood. He stated if the garage were moved, it <br />would be extremely difficult to turn a car around. He indicated the applicant had . <br />problems with the garage floor breaking away, which could not be replaced urtless the <br />entire garage was replaced. <br /> <br />Mr. Nolting stated he would be replacing the existing concrete floor. <br /> <br />Chair Sand closed the public hearing at 7:25 p.m. <br /> <br />Commissioner Zimmerman moved, seconded by Commissioner Bezdicek to recommend <br />approval of Planning Case No. 03-22, Earl and Judith Nolting, 336 Lake Johanna <br />Boulevard, request for a 36.96-foot front setback variance and a 5-foot side yard <br />accessory setback variance be approved to allow for the construction of a new garage in <br />approximately the same location as the existing garage subject to the two conditions as <br />outlined in staffs September 3, 2003 report. <br /> <br />The motion carried unanimously (6-0). <br /> <br />B. PLANNING CASE 03-23: GUIDANT SITE PLAN REVIEW PARKING RAMP <br />#1.4100 NORTH HAMLINE AVENUE <br /> <br />Chair Sand opened the public hearing at 7:27 p.m. <br /> <br />Mr. Hellegers stated applicant was requesting a Site Plan Review for Parking Ramp #1. <br />Staff recommended approval of the Site Plan Review subject to the following conditions: . <br /> <br />1. The applicant shall submit to the City a landscape performance bond or other surety <br />for 125% of the cost of materials and installation, valid one full year from the date of <br />installation, prior to the issuance of a building permit. <br />
