However, the current application appears fairly <br />consistent with what was proposed in PC #01-02 and in the approved Master Plan PUD. <br /> <br />Site Plan Review <br /> <br />The following provides an evaluation of site plan and related requirements based on the attached <br />plan set: <br /> <br />1. Setbacks ~ Meets Code Requirement <br /> <br />As the site data in the overview section indicates, Parking Ramp #1 is part of a campus that <br />encompasses a lot area of 4,042,646 square feet. The I-I Limited Industrial Zoning District <br />requires a minimum lot area of 30,000 square feel. The following table highlights the <br />setback requirements: <br /> <br /> <br />Front YanI <br />West <br />Side Yard <br />Comer (South) <br /> <br />55' <br /> <br />110' <br /> <br /> <br />55' <br /> <br />90' <br /> <br />The parking ramp is setback roughly 100 feet from each adjacent property line and 70 feet <br />from the closest property line (at the comer). <br /> <br />2. Landscape Lot Area ~ Landscape area requirement met / Does not meet landscaping <br />requirements. <br /> <br />Under the City's landscape plan design requirements 160.94 caliper inches of trees are <br />required (the minimum total caliper inches required for trees can be arrived at by dividing the <br />gross square footage of all floors of the building [51,500] by 320) for this case. The <br />applicant has proposed 56.00 caliper inches of deciduous and ornamental trees in the <br />provided area near Parking Ramp #1. In addition the applicant has provided ~ caliper <br />inches of coniferous trees in the area surrounding Parking Ramp #1. The applicant has <br />proposed a total of 109.28 caliper inches of trees. Staff has added a condition that the <br />applicant meet the planting requirement by adding an additional 52 caliper inches of trees. <br />The landscaping plan does not indicate the locations of many of the trees proposed, for this <br />reason staff has suggested a revised landscaping plan showing these tree locations as <br />condition of approval. Staff agrees with the concept of utilizing a mixture of coniferous and <br />deciduous trees as the best way to screen the ramp from neighboring property owners. One <br />suggestion that staff would add is that the bulk of the coniferous trees be utilized along the <br />west side of the ramp as these would provide better year round screening for the residential <br />properties across Hamline Avenue. <br /> <br />PC #03-23- PC Report 0910312003 - Page 3 of7 <br />
