<br />9, Access and Circulation, - No significant change from the approved Special Use Permit. <br /> <br />. <br /> <br />Hamline Avenue will serve as the access to tbe property for botb maintenance vehicles and <br />for passenger vehicles, The public access to tbe RCPWF and Sheriff Patrol Station will be <br />via an access road that will run along the south side of the property adjacent to Highway 96. <br />This entrance will also serve as the access point for the Sheriff Department's vehicles, The <br />maintenance vehicle entrance will continue to be via Ben Franklin Avenue, north of the <br />current National Guard facility, This access pattern should minimize tbe interaction of the <br />maintenance vehicles and passengcr vehicles on the site. As part of tbis project Hamline <br />Avenue would function as a private access road (part of the road is on National Guard <br />property) for the County and for the National Guard, <br /> <br />As part ofthe Highway 96 reconstruction, a sidewalk will be included along the north side of <br />Highway 96 from Hamline Avenue east to match up with sidewalk in front of the Army <br />Reserve Center. The future development of the TCAAP may include tbe extension of the <br />sidewalk west of Hamline Avenue, At such time as the sidewalk is extended west of <br />Hamline Avenue, a connection should be made from RCPWF's internal sidewalk systems to <br />the public sidewalk, This would likely entail a connection between the concrete entry walk <br />and tbe public sidewalk. <br /> <br />The City Engineer has recommended that tbe applicant taper the roadway widtb of Hamline <br />avenue north of tbe access drive to the Ramsey County Public Works Facility and Sheriff . <br />Station. Currently, the plans show the roadway tapering down to 28 feet ofwidtb quite close <br />to Hamline A venue, The City Engineer has commented that tbis will not leave adequate <br />room for vehicle queing, Staff has included as a condition of approval that the applicant <br />maintain a roadway width of 40 feet until just north of tbe private access drive where the <br />roadway widtb can taper down to the proposed 28 feet width, <br /> <br />The southern parking lot entrance to the Sheriff Station parking lot is point of concern for <br />staff. It appears that this parking lot entrance would enter the private access road at a corner <br />which would minimize sightlines and increase the possibility of accidents, Staff would <br />suggest that tbis access either be removed completely (leaving just one access) or be <br />relocated to the east side of the parking lot where tbe driveway access could enter the private <br />access drive at a relatively straight stretch of road, Staff has included reworking tbe <br />driveway access to the Sheriff Station parking lot as a condition of approval. <br /> <br />Lastly, as a convenience element, staff would suggest an additional directional sign near the <br />northern driveway access to the Sheriff Station which would point traffic to tbe entrance for <br />Ramsey County Public Works and Arden Hills Public Works (and tbe other tenants in the <br />building west oftbe Sheriff Patrol Station). <br /> <br />PC 003-26- PC Report 10/01/03 - Page 7 of 1] <br /> <br />e <br />
