Screening - No significant change from approved sup, <br /> <br />The applicant has proposed using 119 Black Hills Spruce trees around the perimeter of the <br />property in the yard area, This should provide year-round screening for adjacent uses from <br />the maintenance activities in the yard area, In addition the applicant will be installing a <br />variety of landscape materials along the south side of the building and working with a berm <br />to screen the building from thc adjacent properties. These measures appear to be consistent <br />with the City's screening requirements, <br /> <br />If the fencing proposed is a chain-link fence, Civic Center requirements state that the fence <br />shall have either a black or dark green vinyl coating, <br /> <br />11. Lighting - No new lighting is proposed, <br /> <br />No new lighting is identified in the plan set. However, lighting was previously approved in <br />the Special Use Permit. If additional lighting is to be added it should comply with Arden <br />Hills' ordinances and be hooded so that the light is only directed onto the subject property <br />and directed away from adjoining lots or public streets, Any new or additional lighting <br />should also be reviewed by the City Engineer and Building Official for their approval. <br /> <br />12, Sign age - None currently proposed <br /> <br />While the elevations and renderings do show somc signage, no signage has been proposed <br />with this application, Signage for this project would be processed through a Signage Permit <br />and would need to be within the maximum allowed signage in Signage District 6 (Signage <br />Ordinance, Section 333,6, f) which allows for a maximum of60 square feet of wall signage, <br />and 45 square feet of freestanding signage with a maximum height of 12 feet. <br /> <br />If freestanding signage is to be utilized, staff would encourage the applicant use a monument <br />style sign to remain consistent with other nearby buildings on Highway 96; the Army <br />Reserve Building and the Arden Hills City Hall. <br /> <br />13, Grading and Utilities - Meets Code Requirements <br /> <br />The City Engineer's office has performed a preliminary review and recommended that the <br />entrance road (Hamline Avenue) be widened to 40 feet from Highway 96 to the private <br />access drivc, Currently, the plans show the entrance road with a taper to 28 feet relatively <br />close to Hamline Avenue which may not provide much vehicle queing, Special Use Permit <br />approval was conditioned on the approval of detailed final grading, utility, drainage, and <br />erosion control plans by the City Engineer which will still be required. <br /> <br />PC #03.26 - PC Report 10101103 - Page 8 of 11 <br />
