<br />14, Aesthetics - Materials are consistent with those approved under the Special Use Permit. <br /> <br />The building materials proposed and mostly consistent with what was approved in the <br />Special Use Permit. The Sheriff Water Patrol building does utilize different building <br />material design than either the Administration building or the cold storage wall, The Sheriff <br />Patrol Center and offices would be somewhat consistent with the design of the <br />Administration building. Staff would recommend that if the Water Patrol building is to stay <br />in its current location, that the south face of the building be trcated similarly to the south face <br />of the cold storage wall, <br /> <br />A building rendering and building elevations are included for your reference. The Civic <br />Center District requires that building materials be brick, stone, glass, or any combination <br />thereof (trim and accessories may be composed of metal). The applicant is proposing brick, <br />masonry, precast concrete wall panels, glass, and pre-finished ribbed metal panel as the <br />primary building materials, <br /> <br />15. Special Use Permit Analysis - Finding Required <br /> <br />A Public Use Operation is allowed by a Special Use Permit in the CC zoning district. <br /> <br />Section 8, D, 3, b of the Arden Hills Zoning Ordinance states the City Council and Planning <br />Commission: <br /> <br />",..shall consider the effect of the proposed use upon the health, safety, convenience and <br />general welfare of the owners and occupants of surrounding land, in particular, and the <br />community as a whole, in general, including but not limited to the follOWing factors: <br />existing and anticipated traffic and parking conditions; noise, glare, odors, vibration, <br />smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics; <br />drainage; population density; visual and land use compatibility with uses and structures <br />on surrounding land; adjoining land values; park dedications where applicable, and the <br />orderly development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City, " <br /> <br />The Planning Commission must again make a finding as to whether or not the <br />proposed amendment to the Special Use Permit would adversely affect the <br />surrounding neighborhood and larger community as per the aforementioned <br />factors. <br /> <br />Deadline for Al!ency Actions <br /> <br />The City of Arden Hills received the completed application for this request on September 9, <br />2003. Pursuant to Minnesota State Statue, the city must act on this request by November 10, <br />2003 (60 days), unless the City provides the petitioner with written reasons for an additional 60 <br />day review period.
