'--'"
)

-)

the maintenance vehicles and passenger vehicles on the site, As part of this project Hamline
Avenue would function as a private acccss road (part of the road is on National Guard .
property) for the County and for the National Guard, Hamline Avenue would not be
cxtended as part of this development.

Thc applicant has proposed including a bike rack on both the west and east sides of the
administration building, provision for bicyclists and other forms of pedestrian circulation
were encouraged in the Civic Center district. Civic Center requirements also call for any
intemal sidewalk systems or paths to connect with adjacent planned or developed public
sidewalks and trails, As part of the Highway 96 reconstruction, a sidewalk will be included
along the north side of Highway 96 from Hamline A venue east to match up with sidewalk in
front of the Army Reserve Center, The future development of the TCAAP may include the
extension of the sidewalk west of Hamline Avenue, At such time as the sidewalk is extended
west of Hamline Avenue, a connection should be made from RCPWF's internal sidewalk
systems to the public sidewalk. This would likely entail a connection between the concrete
entry walk and the public sidewalk,

9, Screening - Meets Code Requirement

Significant landscaping is proposed to screen both the parking on site and adjacent
properties, Depending on when the new National Guard Facility is constructed to the west of
the RCPWF, there may be some screening problems on the west side of the property, Once
the National Guard Facility and the berms associated with that building are constructed, the .
RCPwF will be adequately screened from the west. In addition, the current National Guard
buildings will screen the building and yard from the east. The applicant has proposed using
approxiInately 29, 8-foot Black Hills Spruce trees which would run along the east property
line from the right wing of the cold storage area to the rear property line, This foliage, along
with a 6-foot fence which is proposed, should adequately screen the property from the east.

If the fencing proposed is a chain-link fence, Civic Center requirements state that the fence
shall have either a black or dark grecn vinyl coating,

10, Lighting - Meets Code Requirements

Lighting is identified in the plan set and appears to be consistent with the Zoning Ordinance,
The Zoning Ordinance requires that all lighting be directed away from adjoining lots or
public streets and must be hooded so that light is only directed onto the subject property.

11. Sign age - None Currently Proposed

No signage has been proposed with this application. Signage for this project would be
processed through a Signage Permit and would need to be within the maximum allowed

PC #03-08 - PC Report 03/26/03 - Page: 7 of 10

.
