Mr. Wild stated they were having another meeting this week
regarding the building elevations and he would bring this request up for
consideration. However, he noted it was not possible to add windows to the west
side due to Building Code requirements.

Bruce Thompson, Ra.msey County Project Manger, asked if Council would be
agreeable to adding additional trees around the building instead of windows.

Councilmember Larson replied he would like to see Some changes to the
building rather than just adding additional landscaping. He suggested moving the
building farther away from the property line. He noted his main concern was the
aesthetics ofthe building.

Councilmember Rem stated she believed Council should consider whether
Councilmember Larson's concerns were concerns of the entire Council. She
stated she was not in objection to the project as proposed.

Councilmember Grant agreed with Councilmember Larson regarding the
aesthetics of the building. He stated he would also like to see additional
screening. He asked where the future expand ability for the City would be located.
Mr. Thompson replied a separate building could be constructed; an addition
could be made onto the west end of the building; or the City could take some of
the County's cold storage. He noted there were other places the City could expand
on the site.

Mayor Aplikowski closed the public hearing at 8:07 p.m.

MOTION: Councilmember Larson moved and Councilmember Grant seconded a
motion to approve Planning Case #03-26, Ramsey County Partners
Public Works Facility & Sheriff Station, 1425 West Highway 96,
Special Use Permit Amendment to allow for the addition of the
Sheriff Station to the Public Works Facility with the 18 conditions as
noted in staffs October 27,2003 report and adding a condition 19 to
