<br />. <br /> <br />preparation of 1998 plan amendmenls, By the end of 1998, information on <br />existing land use, future land use, zoning, population and housing census, <br />and transportation issues analysis was also completed by the Coalition. <br /> <br />During 2000 the COalition completed Phase One of the Build-Out Study, <br />including Ihree scenarios of growth and transportation through the year 2020. <br />The final set of scenarios is named "Build-Out Scenarios 2,5", This scenario <br />identifies peak populations, housing and lraffic demands Ihrough 2020. <br />In Roseville, the implications of this growth study are a stronger emphasis <br />on creating jobs and housing around the "suburban activity center" including <br />the commercial and industrial areas with Planning Districts 9 and 10. <br />The Coalition has completed details for traffic capacity studies along the <br />1-35W Corridor and the minor arterials, especially the north souIh links <br />through the communities <br /> <br />By agreeing to contract with the Housing Resource Center, the Coalition <br />also began implementation of a housing policy 10 preserve the existing <br />housing stock as the most affordable housing available in the near future; <br />match jobs with existing housing; and encourage re-inveslment in the <br />housing stock and neighborhoods. <br /> <br />. <br /> <br />By 2003, the Coalition will have completed and annually updaled policies <br />and strategies on exisling land use, future land use, zoning, environmental <br />and recreation connections, population and housing census, transportation <br />issues analysis and capacity studies, an economic development profile of <br />employers, labor shed analysis, and contamination clean up.
