Minutes
Sheriff Contract Group Meeting
December 18, 2003

It was the Group's consensus that Arden Hills is an important element of the
overall Group; and that it should be made clear to the Arden Hills City Council
Members that the police service we have is not just from the Sheriff's
Department, as it is directed by the Contract Group.

.

It was noted that it will be important to educate the Arden Hills City Council on
the broad range of police services provided by the Sheriff's Department, and it
was suggested that Altendorfer emphasize the County's service and quality of
service, while also noting the location of the new patrol station.

Urban suggested that Arden Hills be advised on the way the Group has worked
together and continues to work together, and to let them know of the potential for
a future Highway 96 corridor car.

Sheriff Fletcher advised Wolfe that he could provide Arden Hills an additional 30
days to make their decision, so they have extra time for education and to seek
public input. Wolfe agreed to contact Altendorfer if this is of interest to the city.

Sheriff Fletcher suggested a professional analysis of the pros and cons of the
two proposals, including evaluation of cost, history of costs, future costs, and
services provided. He pointed out such issues as location (the patrol station will
be located in AH), response time, multiple coverage, supervisory costs, the _
County's broad range of services (including volunteers), budget, and different ..
public policy issues. He inquired if there was a revenue assumption based on
that generated from New Brighton's administrative tags, Wolfe noted that it was
the Arden Hills City Council Members consensus that they were not in favor of
administrative tags.

Schwerm suggested that Altendorfer focus on the extent and quality of service
provided, including more comprehensive coverage, quicker response time,
traffic, and "community" safety and security.

It was agreed that Schwerm and Short will work together to prepare
correspondence to be presented to the Arden Hills City Council, and that one of
them will attend the January 20, 2004, Arden Hills City Council Meeting.

SUBURBAN COURT - UPDATE

Sheriff Fletcher reported that the current plan is to remodel the Maplewood Court
site or build a new suburban facility. He noted that one of the sites for
consideration is Rice & 694 in Little Canada, and that he feels that it would be a
good idea to coordinate the facility with the proposed Little Canada Substation.

-

2
