<br />Honorable Mayor and City Council <br />City of Arden Hills <br />January 14, 2004 <br /> <br />- <br /> <br />items carried over from the preceding month. There are normally two Under- <br />Sheriff's present at each meeting, along with the Lieutenant in charge of Patrol <br />and Deputies and other staff as needed. The Sheriff attends at least one <br />meeting per year as do the County Commissioners whose districts include the <br />Contract Communities. We are occasionally visited by specialists from outside <br />the Sheriff's Department such as County Risk Management, Animal Control, <br />Minnesota Gang Strike Force, Court Administrator, etc. <br /> <br />Arden Hills, Shoreview, North Oaks, Little Canada, Vadnais Heights, and White <br />Bear Township have designated staff to serve as the liaisons. Gem Lake is <br />represented by a member of their City Council. Elected representatives from all <br />of the communities are welcome to attend all meetings, and frequently <br />participate. <br /> <br />2. Individual Service. Each Community determines the level of service that <br />they receive. Each year during the months of March through July, the County <br />and the Contract Communities Group develop a budget. That budget is <br />designed to address the individual needs of each municipality as well as the <br />broader needs of the Contract Group. For example, Vadnais Heights, North <br />Oaks and White Bear Township have cooperated to share an additional deputy <br />(starting May 2004), for the midnight to 8:00 a.m. shift to help cover the needs .. <br />generated by the recent growth in their Communities. ., <br /> <br />3. Shared Services. There are several services that are provided through <br />the Contract that would be difficult for an individual community to afford on it's <br />own. By spreading the cost over seven municipalities and our 80,000 population, <br />we have been able to provide a Crime Prevention Officer, a Traffic Deputy, <br />special spring weight restriction enforcement, and an extensive Community <br />Affairs OfficerNolunteer in Public Service/Reserve program. <br /> <br />The Deputies responsible for delivering these services have been pro-active in <br />bringing new technology, advanced training, and grant funding opportunities to <br />the Contract Communities. As a result of this cooperation, we have been able to <br />provide highly efficient, specialized services through supplemental training, <br />equipment, and manpower that have resulted in improved safety, concentrated <br />enforcement, and higher visibility. <br /> <br />4. Suoolemental Services. The municipalities have the option of <br />contracting with the Sheriff's Department for special customized services beyond <br />those that are included in the Contract. For example, the Township, in <br />cooperation with the City of Hugo, contracts for 160 hours of winter patrol on <br />Bald Eagle Lake to provide extra enforcement of motor vehicle, snowmobile, and <br />ice fishing laws. Shoreview hires additional water patrol deputies. <br /> <br />- <br /> <br />5. Larqe Resources Available to Resoond to Emerqencies. The Sheriff's <br />Department offers a large number of deputies on duty at all times who are <br />available to respond to situations that need extensive, coordinated response_ <br />2 <br />
