.

.

.

ARDEN HILLS PLANNING COMMISSION - FEBRUARY 4, 2004

4

Commissioner Modesette asked how many people were begin added in phase I without
Building ''J'' and "K". Mr. Brasch noted most of the space was training center, so it was
not intended for staffing. However, he noted it would accommodate approximately 250 -
350 additional people between the two buildings. He indicated for the training center,
approximately 50 percent of the people were already on site. He stated Building "N"
would accommodate 40-50 people.

Chair Sand asked when would Femwood be converted to the type of street as indicated
on their Master Plan. Mr. Brasch responded they hoped to start the reconstruction next
summer, but he did not know how far they would get this year.

Chair Sand requested Guidant give adequate notice to the residents when the street would
be reconstructed. Mr. Brasch replied they would notify the City when the construction
would begin so it could be published.

Chair Sand invited anyone for or against the variance to come forward and make
comment.

There were no comments from the public.

Chair Sand closed the public hearing at 7:34 p.m.

Commissioner Larson stated he wanted to be assured that Guidant did not add two many
people to this complex without having adequate on site parking. Mr. HeIlegers
responded parking ramp would start construction this summer and with those additional
parking spaces being added, it should be adequate to provide for the additional parking
spaces. He noted parking ramp 5 would be started when Building "K" was eompleted.

Mr. Parrish stated as Guidant added phases to this plan, parking would be analyzed and
there would need to be sufficient parking on the site to aecommodate the vehicles. He
stated traffic would be looked at the completion of each pbase.

Commissioner Zimmerman stated his concern was that they were losing parking with the
building addition and the loss of parking spaces with the construction of Ramp I, and he
was not assured that there would be sufficient parking. Mr. Hellegers replied if
additional parking spaees were needed short-term, the proof of parking area could be
converted into a parking area with little difficulty.

Commissioner Zimmerman asked who would monitor the parking situation. Mr.
Hellegers responded if this was a concern of the Planning Commission, staff could check
on the parking conditions and this could be added as a condition of approval.

Chair Sand asked with respect to the traffic study, did they had the option of authorizing
it prior to Building "K" being built or after Building "K" was built. Mr. Hellegers
responded they had the option of either.

Commissioner Ricke moved, seconded by Commissioner Zimmerman to recommend
approval of Planning Case No. 04-01: Guidant Corporation, 4100 Hamline Avenue;
Master Plan PUD Amendment and Final PUD for "Addition J" subject to the following
