<br />. <br /> <br />. <br /> <br />. <br /> <br />) <br /> <br />The building design is a one-story, hip-roof office building with the following exterior <br />materials; rock facc CMU block (appears similar to brick), and EFIS with the same exterior <br />materials on all four walls. In Planning Case #02-20, the proposcd building materials were <br />predominantly stucco with a masonry basc. <br /> <br />8. Parking - Meets Office Requirement, Does Not Meet Clinic Requirement. <br /> <br />Potentially applicable parking standards are: <br /> <br />Office: 1 for each 250 feet of gross floor area. <br />Clinic: I for each doctor or dentist plus 1 for each nurse, technician, or professional, and I <br />for each 200 feet of gross floor area. <br /> <br />Using the standards as listed above, the office standard would necessitate 29.47 parking <br />spaces; the clinic standard would necessitate approximately 45 spaces. The proposed plans <br />show 30 parking spaces, including two handicapped spaces. The applicant has indicated that <br />St. Paul Radiology would not need that many spaces. However, providing at least 30 parking <br />spaces should allow the building to mcct the office requirement if the building were ever <br />divided for two office tenants. Since St. Paul Radiology is not a typical clinic, using the <br />parking standard for clinics would probably lead to a sitc that would be over-parked, <br /> <br />9. Access aDd Circulation. - Meets Code Requirement <br /> <br />Access to the property is proposed from Cleveland Avenue and County Road D. The access <br />to the public street is proposed to be 24 feet wide. A permit from Ramsey County would <br />need to be obtained for the curb cut. Their minimum requirement is typically 26 feet. Based <br />on the City's zoning code requirements, both of the accesses are located a sufficient distance <br />from the intersection, <br /> <br />10. Sereening - Meets Code Requirement <br /> <br />Significant landscaping is proposed to screen both the parking on site and adjacent <br />properties. A 6-foot privacy fence is proposed for screening the westernmost residential <br />property to the north, while substantial landscaping, including eight 6-foot Arborvitae, four <br />6-foot Larch trees, and six 8-foot Black Hills Spruce trees are proposed along thc remainder <br />of the north property line. Five 8-foot Colorado Spruce, five 8-foot Black Hills Spruce, and <br />3 Harvest Gold Crabapplc trees are proposed as screening along the east property line, <br /> <br />While the above does provide a high level of screening, the neighborhood business district <br />also requires that 30 foot buffer yards be maintained adjacent to all residential uses "such that <br /> <br />\\Earth\Planning\Planning Cases\2004\04-06 MSP Master and Final PUD fOf Cleveland and County Road D (PENDIN"G)\03-03-04 PC Report <br />MSP.doc <br /> <br />Page 7 of 10 <br />
