<br />" <br /> <br />Overview <br /> <br />Currently, Bethel College operates under a Special Use Permit Master Plan. As the College _ <br />comes forward with plans they are reviewed against the Master Plan for consistency. Building <br />plans that are consistent with the Master Plan require only a Site Plan Review (this procedure is <br />discussed in Associate Plmmer, Nancy Randall's January 5, 2000 memo to the Planning <br />Commission which has been attached for your review). However, in this instance a dormitory <br />which was originally proposed for the southern portion of the campus is now proposed for the <br />northeast portion of the campus. Staff determined that this change would require a Special Use <br />Permit Master Plan amendment in addition to the standard Site Plan Review. <br /> <br />Special Use Permit Master Plan Amendment and Site Plan Review <br /> <br />1. Building Area / Floor Area Ratio - Code Requirement Met <br /> <br />The floor area ratio requirement for the B-1 Limited Business District is 0.7. Previous <br />cases do not seem to indicate the Floor Area Ratio for the campus. However, as the <br />dormitory was previously approved as part of the master plan, the change should not be <br />significant. The master plan indicates a footprint of approximately 18,750 square feet for <br />the dormitory in its previous location. Assuming that the dormitory were to be a four- <br />story structure, as is currently proposed, that would translate to a building area of 75,000 <br />square feet. The dormitory as currently proposed has a footprint of approximately 20,000 <br />square feet and a building area of 83,000 square feet. The difference of 8,000 square feet <br />on a property as large as the Bethel campus would not even effect the Floor Area Ratio .. <br />by as much as I %. Based on this data staff believes that the change in Floor Area Ratio ., <br />would not be in conflict with the Special Use Permit and any previous approvals. <br /> <br /> <br />2. Building Setbacks - Code Requirement Met <br /> <br />The City's Shoreland Ordinance (Ordinance 334.04, Subd. I: District Requirements) <br />requires that all structures in the B-1 Zoning District are setback a minimum of 50 feet <br />from streets and highways. In addition, typical B-1 Zoning District standards would call <br />for all principal structures to be setback 50 feet from the front property line, 20 feet from <br />the rear property line, and a minimum of20 feet from the closest side property line.
