It would appear none of the proposed buildings impact wetland basins identified on the NWI maps (Exhibit E V2). Staff evaluated the proposed west athletic facility to determine if the project requires an Enviromnental Assessment Worksheet (EA W) be completed prior to the project. Staff determined that the project does not require a EA W to be completed. (Exhibit D) 15. Lighting. The Zoning Ordinance in Section VI, E, 3, a, b, c, and d, states that the lighting shall be directed away from adjacent properties, the source of illumination shall be concealed, and the intensity of lighting from developments shall not exceed one foot-candle onto the public right-of-way. The applicant is proposing to add additional lighting along the entryway and parking lot. The athletic fields will not be lit at this time and would require a amendment to the Special Use Permit to light them in the future. The lighting fixtures are similar to those already used on campus. (" ,.e 16. Entry Gate. The entry gate and signage will mimic that across Highway 10 only at a slightly smaller scale. A gate to restrict access to the complex will be placed at the entrance. This gate is setback far enough to allow traffic to turn around and reenter Highway 10 if needed. 17. Existing City Trail. The City of Arden Hills currentty has a grass cut trail that enters across the Bethel College property (proposed west athletic complex). The City owns the property along the west side of the Bethel property for the trail however, when the trail was constructed it was not all placed on City property. Staffhas reviewed the existing trail and recommends the trail remain in its current location (except for a slight modification around the proposed tennis courts). Relocating the trail to the proper location would require removal of trees. Bether College has stated they are comfortable with the trail remaining. Staff would recommend a trail easement be drafted by Bethel College and granted to the City for the trail to remain in approximately the same location. 18. Utilities. The proposed west athletic field complex proposes a waterline to service the area for sprinkler. Staff would recommend the sewer be extended and the bathrooms be changed to a permanent structure. This would then allow for bathrooms to be constructed on the site. They are currently proposing temporary bathrooms. (Exhibit F) (e
