Temporary ground cover, such as mulch, is used and permanent ground cover, <br />such as sod, is established; <br />c. Methods to prevent erosion and trap sediments are employed; and <br />d. Fill is stabilized to accepted engineering standards, approved by the city engineer. <br /> <br />(e <br /> <br />14. Wetlands. It would appear none of the proposed buildings impact wetland basins <br />identified on the NWI maps (Exhibit E V2). <br /> <br />Staff evaluated the proposed west athletic facility to determine if the project requires <br />an Enviromnental Assessment Worksheet (EA W) be completed prior to the project. <br />Staff determined that the project does not require a EA W to be completed. (Exhibit <br />D) <br /> <br />15. Lighting. The Zoning Ordinance in Section VI, E, 3, a, b, c, and d, states that the <br />lighting shall be directed away from adjacent properties, the source of illumination <br />shall be concealed, and the intensity of lighting from developments shall not exceed <br />one foot-candle onto the public right-of-way. <br /> <br />The applicant is proposing to add additional lighting along the entryway and parking <br />lot. The athletic fields will not be lit at this time and would require a amendment to <br />the Special Use Permit to light them in the future. The lighting fixtures are similar to <br />those already used on campus. <br /> <br />(" <br />,.e <br /> <br />16. Entry Gate. The entry gate and signage will mimic that across Highway 10 only at a <br />slightly smaller scale. A gate to restrict access to the complex will be placed at the <br />entrance. This gate is setback far enough to allow traffic to turn around and reenter <br />Highway 10 if needed. <br /> <br />17. Existing City Trail. The City of Arden Hills currentty has a grass cut trail that <br />enters across the Bethel College property (proposed west athletic complex). The City <br />owns the property along the west side of the Bethel property for the trail however, <br />when the trail was constructed it was not all placed on City property. Staffhas <br />reviewed the existing trail and recommends the trail remain in its current location <br />(except for a slight modification around the proposed tennis courts). Relocating the <br />trail to the proper location would require removal of trees. Bether College has stated <br />they are comfortable with the trail remaining. Staff would recommend a trail <br />easement be drafted by Bethel College and granted to the City for the trail to remain <br />in approximately the same location. <br /> <br />18. Utilities. The proposed west athletic field complex proposes a waterline to service <br />the area for sprinkler. Staff would recommend the sewer be extended and the <br />bathrooms be changed to a permanent structure. This would then allow for <br />bathrooms to be constructed on the site. They are currently proposing temporary <br />bathrooms. (Exhibit F) <br /> <br />(e <br />
