<br />1. <br /> <br />Eligibilitv of Suggesters to Participate in the Program <br /> <br />All employees below the classification of Department Head are eligible to <br />receive awards. <br /> <br />2. Acceptable Suggestions <br /> <br />An acceptable suggestion is a practical, useful, and constructive proposal <br />to improve operations, public relations and employee safety. It must <br />contain a unique or valuable idea as compared to present practice. When <br />possible, exhibits or illustrations should accompany the suggestion. A <br />good suggestion will: <br /> <br />a. Reduce costs, duplication, time, labor, space, materials / supplies, <br />records / forms, accidents, energy resources, or storage / filing space. <br />b. Increase production, revenue, use of cxisting facilities, and job interest. <br />c. Propose improvements and standardization of forms, reports, tools, <br />equipment, machines, purchasing methods and procedurcs. <br />d. Improve service to the public. <br />e. Improve safety conditions. <br /> <br />3. Unacceptable Suggestions <br /> <br />Suggestions not deemed to be acccptable are: <br /> <br />a. Personal grievances. <br />b. Personal pay, hours of work or classification matters. <br />c. Matters recommended for study, review or survey (Ideas already under <br />consideration by the City). <br />d. Matters that are the result of assigned or contracted audits, studies, <br />survey reviews or research. <br />e. Matters that are opinions, rathcr than specific recommendations and <br />suggestions which only identify a problem but offer no corrective <br />proposal. <br />f. Duplicate suggestions - suggestions that are not original to the <br />suggestcr. <br />g. Suggestions dealing with normal maintenance, unless such suggestions <br />contribute to a solution of maintenance problems. <br />h. Suggestions that are within the scope of the normal job responsibility of <br />a suggester. <br />1. Suggestions which are deemed by the ERC to bc frivolous, impractical, <br />retaliatory or inconsequential in character. <br /> <br />e <br /> <br />. <br /> <br />. <br />
