A number of concepts <br />have been discussed at neighborhood informational meetings and council meetings over the past <br />12 months. On October 12, 2004 Council passed Resolution 04-56 requesting Mn/DOT <br />consideration of a cost sharing cooperative agreement for pedestrian improvements to the County <br />Road E bridge over Trunk Highway 51. The city engineer subsequently submitted a request to <br />MnDOT to be considered for the 2006 cooperative agreement funding cycle. Based upon the <br />discussion at the October 12,2004 council, the requested funds were based upon sidewalk <br />improvements to the north side of the bridge as this is the most expensive option. The funding <br />request indicated that a final determination on north or south side would be made by the Council <br />in November and would be communicated to MnDOT staff with a revised estimate if necessary. <br /> <br />As noted above, the Council has expressed a consensus to proceed with Bridge Option B outlined <br />in the feasibility report for the project (albeit north/south side has not been determined). Based <br />upon council discussion to date, staff believes that if Council elects to continue the sidewalk west <br />of the western TH 51 access ramp to Old Highway 10, a 6 foot wide concrete walk with 2 foot <br />edge strip would be the preferred design option to minimize impacts to adjacent residents <br />whether built on the north or south side. The intent of this memo is to present the pros and cons <br />of constructing sidewalks on the north and south sides of the street to allow the Council to make <br />the following decisions: <br />. Whether a sidewalk should be constructed between the west TH 51 ramp and Old <br />Highway 10 <br />. If a sidewalk is agreed to, whether to construct it on the north or south side of the <br />street <br />To assist Council with this comparison, I have attempted to provide a comprehensive list of pros <br />and cons related to the north and south sides from infonnation gathered previously and recently <br />collected information requested by council. I have attached a memo from Tony Winiecki of our <br />office who reviewed the project area and the intersection of Connelly and County Road E <br />
