Winiecki, PE, PTOE <br />Traffic Engineering <br /> <br />Date: November 9, 2004 <br /> <br />Subject: County Road E Pedestrian Sidewalk Improvements <br /> <br />The purpose of this memorandum is to briefly present comments concerning pedestrian access <br />for alternatives considered for adding a pedestrian crossing along Ramsey County Road (CR) E <br />over Trunk Highway 51 (Snelling Avenue) and along CR E to Old Highway 10. <br /> <br />. <br /> <br />Existing Couditions <br /> <br />Snelling Avenue Interchange <br /> <br />The Snelling Avenue and CR E interchange is a folded diamond interchange on the south <br />side ofCR E, with CR E crossing over Snelling Avenue. This design configuration <br />includes both entrance and exit ramps at one leg of the intersections for the east ramp <br />intersection (north bound Snelling Avenue exit ramp and entrance ramp) and the west <br />ramp (southbound Snelling Avenue exit and entrance ramp). This is a typical and often <br />constructed interchange design. <br /> <br />CR E Bridge <br /> <br />Currently there are no pedestrian sidewalks/trails across the bridge. The bridge is a two <br />lanes bridge consisting of 30 feet from face of curb to face of curb with two driving lanes. <br />The bridge includes highway type guardrail with 2 foot wide raised concrete walks on <br />both sides. These walks are not intended for pedestrian use. However, because of the <br />narrow roadway and bridge, pedestrians either walk in the roadway or use the narrow <br />walkway to cross Snelling A venue along CR E. <br /> <br />. <br /> <br />East Ramp Intersection <br /> <br />The east ramp intersection is a four-legged intersection. CR E is the east and west legs, <br />exit/entrance ramps are the south leg and Connelly Avenue is the north leg. There are <br />
