<br />pedestrian walkways on the north and south side of CR E from this intersection to the . <br />east. This intersection is controllcd by a fitll traffic-actuated signal and includes <br />pcdcstrian indications and pedestrian pushbuttons. When activated, the pcdcstrian <br />pushbutton will prompt the signal controller of a pedcstrian waiting to cross the street. In <br />addition, there are pavement crosswalk markings to guide pedestrians across all four legs <br />of this intersection and curb cuts to allow access out of the roadway. This is a typically <br />designed and operated intersection with no inherent concerns. <br /> <br />West Ramp Intersection <br /> <br />The west ramp intersection is a three-legged intersection. CR E is the east and west legs <br />and the exit/entrance ramps make up the south leg. There are no existing permanent <br />pedestrian walkways leading to any part of this intersection. This intersection is <br />controlled by a full traffic-actuatcd signal and includes pedestrian indications and <br />pedestrian pushbuttons. When activated, the pedestrian pushbutton will prompt the <br />signal controller of a pedestrian waiting to cross the street. In addition, there are <br />pavement crosswalk markings to guide pedestrians across all three legs of this <br />intersection and curb cuts to allow access out of the roadway. There is a cul-de-sac <br />roadway on the north side ofCR E between the west ramp intcrsection and the bridge. <br />This roadway serves 7 residential homes and does not appear to negatively impact thc <br />operations of the intersection. This is a typically designed and operated intersection with <br />no inherent concerns. In addition there are two residential driveways very near this <br />intersection. . <br /> <br />CR E - Old Highway 10 to Snelling Avenue <br /> <br />This section of roadway is 52 feet wide. It is striped as a 2-lane roadway with 8-foot <br />shoulders on each side. Pedestrians currcntly use this shoulder to travel along CR E. <br />There are several residential driveways on the north and south side of CR E and three <br />local residential strcets on the north side of CR E. <br /> <br />Traffic Volumes <br /> <br />Traffic data and turning movement counts were not performed for this cursory review. <br />The average daily traffic along CR E is 11,300 vehicles per day west of Snelling Avenue <br />and 16,300 vehicles per day east of Snelling A venue. General guidelincs would indicate <br />that the 2-lane roadway west of and including the bridge has periods of poor levels of <br />service. The 4-lane segment east ofCollllelly Avenue likely experiences acceptable <br />levels of service. <br /> <br />Traffic Accidents <br /> <br />Attached is the summary traffic accident report from the Ramsey County Sheriffs office <br />dated October 27,2004. In summary, there have been a total oftwc1ve crashes on the CR <br />E roadway from COllllelly A vcnue wcst to Snelling A vcnue for the past 22 months. Nine <br />of the 12 crashes were attributed to inattentivc drivers and no crashes involved <br />pedestrians. The Ramsey COlmty Shcriffs office docs not sec any roadway design flaws <br />that might lead to crash tendencies. <br /> <br />. <br />
