<br />. <br /> <br />. <br /> <br />. <br /> <br />Pedestrian Destinations <br /> <br />Designated trail systems in the City of Arden Hills include trails along Old Highway 10 <br />and CR E. Currently there is no sidewalk along CR E from Old Highway 10 to Connelly <br />A venue. There are three small parks in the area that are destinations. They include <br />Lindy's Park located in the southeast corner of Old Highway 10 and CR E. This is an <br />open plot ofparkland with no parking or parkland amenities. Arden Oaks Park is located <br />in the neighborhood bound by Arden Oaks Drivc. It has children's play equipment, a <br />basketball court, and open arca. It appears to serve as a small local playground serving <br />the approximate 42 residential units in the immediate area. Freeway Park is located on <br />the south side of CR E just west ofthc wcst ramp intersection. It has children's play <br />equipment and a hockey rink. It serves the local residential neighborhood south of CR E. <br />Seasonal use ofthe hockey rink may bring additional users to the park. <br /> <br />Proposed Pedestrian Crossing Recommendations <br /> <br />The proposed improvements include the construction of a sidewalk along CR E between Old <br />Highway 10 and Connclly Avenue. Although there is negligible overall operational difference in <br />locating the pedestrian sidewalk on the north or south side of CR E, the south side appears to <br />have more bcnefit for the following rcasons. <br /> <br />. There are a greater number of residential units south ofCR E between Old <br />Highway 10 and Snelling Avenue that would have access to the new <br />pedestrian sidewalk. <br /> <br />. <br /> <br />Pedestrian access from areas north and west of the interscction at Old <br />Highway 10 and CR E have access to the new pedestrian sidewalk via that <br />fully controlled intersection. <br /> <br />. <br /> <br />There is existing and adequate traffic control and pedestrian amenities for <br />the safe crossing of pedestrians at the Snelling Avenue ramp intersections <br />for a sidcwalk on the north or south side of CR E. <br /> <br />. <br /> <br />"Countdown" pedestrian indications could be added to traffic signal <br />systems as an added safety feature. Countdown pedestrian indications <br />visually give pedestrians actual time remaining to cross the roadway. <br />
