City continues to consider each incident on a case by case basis, If the noise
problem continues on a routine basis, City staff would continue to have the
property owner abate the source of the noise problem or provide
documentation to the City that the noise level is acceptable based upon the
standards set forth by the Minnesota Pollution Control Agency.

2. City considers implementing a noise ordinance by adopting the Minnesota
Pollution Control Agency Noise Control Guide and work with the Ramsey
County Sheriffs Department regarding enforcement issues,

3. City implements a noise ordinance and works with the Minnesota Department
of Transportation to install noise control signage on Minnesota State Highway
10.

Recommendation
Staff is requesting that City Council review the three options that were listed. Staff is concerned
with the enforcement and legal issues regarding the enactment of such an ordinance. It will be
difficult for staff members and the Ramsey County Sheriffs Department to strictly enforce this
ordinance on a daily basis.

Attachments:
.
