The minimum lot size for a single development in the NB district is <br />13,000 square feet with minimum lot dimensions of 100 feet by 130 feet. The proposed <br />development totals about 297,752 square feet with a lot depth of277.66 feet and a lot <br />width of 1072.90 feet. Lots for individual units range in size from about 2, I 00 square <br />feet to 2,800 square feet. The typical interior lot has dimensions of 32 feet by 70 feet. <br />The typical end lot has dimensions of 40 feet by 70 feet. <br /> <br />2B. Easements. City subdivision regulations require easements at least twelve (12) feet wide <br />centered on lot lines for utilities and shall be dedicated to the City. It should be noted <br />that the City will not assume responsibility for maintenance of these areas. Rather, the <br />easement would allow access if it is ever necessary to enter these areas. The plat should <br />indicate these easements. <br /> <br />In conjunction with the plat, the applicant should dedicate for public use those areas that <br />currently extend into existing right-of-way and streets. More specifically, the proposed <br />preliminary plat should dedicate to Ramsey County the portions of property that currently <br />extend into Highway 96 right of way. In addition, the applicant should dedicate the <br />pedestrian trail at the west side ofthe property. It appears that the applicant will dedicate <br />this pedestrian way, straighten out the trail, and will relocate the existing trail slightly to <br />the west. <br /> <br />The applicant may to grant the daycare center a cross access easement so that daycare <br />center traffic can legally utilize the development's Highway 96 access. Such easements <br />should be recorded with Ramsey County and a copy submitted to the City. <br /> <br />38. <br /> <br />Utilities. See the Plan Review Comments listed above for the City Engineer's comments <br />relative to utilities. <br /> <br />4B. <br /> <br />Park Dedication. Since this property is currently owned by the City, the park dedication <br />has been arranged through a purchase agreement between the City and the developer. <br />The purchase agreement lists a park dedication fee of $40,000.00. <br /> <br />Staff Recommendation <br /> <br />In Planning Case #05-12 staff recommends approval of the Master and Final Plmmed Unit and <br />Preliminary Plat subject to the following conditions: <br /> <br />I. The applicant shall submit revised plans, responsive to the comments from the Plan <br />Review Comments section of this report (14A), for review and approval by the City <br />Plmmer, City Engineer, and City Building Official, prior to issuance of building permits. <br />2. The applicant and their contractors shall work with the City Planner and City Forester to <br />save as many existing (and healthy) tree, as possible in the areas designated as landscape <br />space. <br />3.
