A traffic study for the District was completed by BRW in <br />1998, analyzing potential development and still keeping Highway 96 and Round <br />Lake Road within design capacity. The conclusion was that the roadway could <br />accommodate 1,100 additional trips in the afternoon peak hours. The maximum <br />buildout plan was evaluated by the applicant's engineers, SEH, during the <br />Concept POO phase and found that the maximum number of trips generated <br />during this time, as a result of this development, would be 675 trips. <br /> <br />- <br /> <br />h) Signs. All proposed signs must comply with the City's Sign Ordinance, Schedule <br />VII, business and industrial districts and Section VI, special regulations for <br />multiple occupancy structures and planned unit developments. The following <br />proposed signs conflict with the Sign Ordinance: <br />i) A monument sign on the comer of Highway 96 and Round Lake Road, with <br />the wording "Gateway Business Park". Signs are not permitted in the road <br />right-of-way. Since the applicant is proposing to locate this sign on the City's <br />property, the City would have to agree that a sign is permissible and the City <br />would have to determine the standards to which the sign would be <br />constructed; <br />ii) Wall signs will be 10% ofthe building fayade, not to exceed 100 square feet <br />in area. The Design Standards calculate allowable area of wall signs in a <br />different manner; and <br />iii) Temporary leasing and marketing signs will only be allowed up to six months <br />following issuance of the certificate of occupancy or when 85% of the units <br />are sold or rented, whichever is earlier. The' applicant does not believe that <br />they can successfully market the site and meet this requirement. They would <br />like to have the opportunity to utilize this type of sign on an ongoing basis. <br />The Sign Ordinance is proposed to be revised in its entirety in the near future. <br />This issue has been raised by other property management companies within <br />the City and it will be addressed in the Ordinance re;"ision. Staff suggests that <br />no action be taken on this item until the Sign Ordinance is revised or final <br />POO application is made, whichever comes first. <br /> <br />i) Lighting. The Zoning Ordinance requires that all sources of illumination be <br />hooded, concealed or controlled in a manner so as not to be visible from adjoining <br />lots, streets or highways or residential areas east and south of Round Lake. The <br />Design Standards meet these requirements. <br /> <br />i) Pedestrian Circulation. The City has identified a potential pedestrian trail along <br />Round Lake, connecting to this property and possibly across the railway bridge to <br />New Brighton. The parkland dedication rcquired as part of the replatting the <br />property for this project is proposed to be partially utilized for pedestrian <br />circulation. This will be a requirement at the time of development of this property. <br /> <br />- <br /> <br />j) Drainage, Wetlands and Flood Plain.
