BACKGROUND <br /> <br />II <br /> <br />The project area is a residential neighborhood with roadway that was constructed in the early <br />1960s. The current roadway condition is generally poor with areas of broken pavement, potholes <br />and standing water at times. None of these streets currently <br />have concrete curb and gutter. The existing <br />street widths are consistent with the City <br />functional classification for Special case <br />streets that recommends a 24- foot minimum <br />width. The pavement condition of <br />Ridgewood Court is good and has a PCI of <br />91 that reflects the relatively recent bituminous overly Ardell Place <br />constructed in 1996. Bituminous curb was constructed <br />along Ridgewood COlJrt at the time of the overlay. The existing width of Ridgewood Court is <br />consistent with the functional classification of 12 feet for alleys. <br /> <br /> <br />We have surveyed the entire neighborhood and reviewed existing plat maps to verify property <br />ownership. As a part of our property review wc have discovercd that a portion of Ridgewood <br />Road is partially located outside thc City ROWand on private property. This condition could be <br />corrected by the dcdication of an easement or by the relocation of thc street however the street <br />relocation would require removal of some mature trees. <br /> <br />STORM DRAl~AGE <br />Siems Court, Ridgewood Road, Ardcn Place and Skiles Lane do not include concretc curb and <br />gutter and lack sufficient storm sewer which creates drainage and ponding issues on some pri vate <br /> <br />URS <br /> <br />3 <br />
