<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 18, 2005 <br /> <br />9 <br /> <br />MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion to <br />add Condition number 20 to read: That the project be scaled back by eliminating <br />unit 20 and the parking space that would be allocated for that square footage. The <br />motion carried unanimously (5-0). <br /> <br />Councilmember Larson requested Condition 17 Hamline Avenue exit be stricken. He believed <br />this would be the right decision for the access to the property. He noted there were advantages, <br />such as eliminating the need for a lengthy access road and eliminating the need to clear the land, <br />which would leave a buffer to the residential areas. He stated by doing this, they always had the <br />option in the future to add the access if necessary. He stated they were not closing down any <br />options, but he wanted to see if this development would work without tbe access_ <br /> <br />Mr. Filla asked how strongly did they feel about preserving the future possibility and if they felt <br />very strongly about it, they should preserve an easement now so that they did not need to acquire <br />the easement in the future. Councilmember Larson stated he would like to maintain an <br />easement on the property. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Holden seconded a <br />motion to strike Condition 17 and to replace it with a reservation of a <br />potential future access over the proposed road shown on the plat from the <br />westerly border of the daycare property westerly to the point tbat is <br />approximately north of Block 9 of the Townhouse Villages North, First <br />Addition. <br /> <br />Mayor Aplikowski requested staff specifically define the wording of the motion to ensure it was <br />accurate. <br /> <br />Councilmember Grant stated he would not vote in favor of the motion because he was <br />concerned about the required "u" turns. lie understood the concerns about Hamline Avenue, but <br />this would not solve any problems along Hamline Avenue. <br /> <br />Mayor Aplikowski stated she had asked staff to start the dialogue with Ramsey County about <br />putting in a stoplight somewhere on Hamline Avenue and to also look at the budget for a <br />stoplight. She acknowledged they needed to fix the problem. Sbe agreed this was not a solution <br />to the problem, but it would give them some time to look at the problem and still move forward. <br /> <br />The motion carried (4-1 Councilmember Grant opposed). <br /> <br />Councilmember Grant inquired about the quality specifications of the parking lot. Mr. <br />Rellegers replied the City had a standard for commercial parking lots and the City Engineer <br />would review the plans to make sure they met the standards for development. <br /> <br />Councilmember Grant inquired about the sub-grade and the depth of the bituminous of the <br />parking lot. Mr. Brown replied he would review the plans and ensure they met the standards. <br /> <br />9 <br />
