URS

.

August 2, 2005

AGENDA ITEM 6.A

Michelle Wolfe
City Administrator
City of Arden Hills
1245 West Highway 96
Arden Hills, MN 55112

RE: 2005 Pavement Management Program

Dear Ms Wolfe:

Bids were received and opened for the above-referenced project on June 29, 2005. Bids were received
from six (6) contractors. The tabulated bid outcome is as follows:

Contractor Bid Amount
I Amt Construction Company, Inc. $1,375,247.66
2. Park Construction Company $1,431,876.33
3. T.A. Schifsky and Sons, Inc. $1,456,090.49
4. C.S. McCrossan $1,558,499.22
5. Forest Lake Contracting, Inc. $1,583,119.40*
6. Midwest Asphalt $1,606.213.13*
Engineer's Estimate $1,345,000.00
* These bid amounts reflect the COlTected bid amounts upon review and tabulation.

.

All bids included proper bid guarantees in the amount of ten percent (10%) of the total bid as required by
the Project Manual. A bid tabulation was performed to verify the total bid amounts during which the bids
for Forest Lake Contracting and Midwest Asphalt were corrected to the amounts listed above. The
corrections did not affect the low bidder. A copy of the bid tabulation is attached for your information.
Arnt Construction Company, Inc. submitted the low bid with a total bid amount of $1,375,247.66.

The low bid is approximately $35,000 (2.6%) greater than the Engineer's Estimate. Upon further review of
the bids, the overage relative to the engineer's estimate is predominantly contained within the watermain
work items. Watermain work is approximately $65,000 greater than the engineer's estimate, storm sewer
work is approximately $10,000 greater than estimate while roadway work is approximately $40,000 under
estimate. Based upon discussions with the contractor the higher watermain costs reflect the contract
requirement for after-hour work (to avoid business impacts) as well as generally higher steel prices. The
higher storm sewer costs are associated with the installation of 42" - 48" sewer pipe which was
underestimated by approximately 20%. The following is a synopsis of the financial implications of
awarding the project as bid:

Difference!
Work Category CIP Budget - (Low Bid + Engineering) = Budget Amend.
Roadway Funds $1,100,000 - (910,000 + 172,900) = $17,100
Watermain $ 100,000 - (150,000 + 28,500) = $(78,500)
Storm Sewer $ 375,000 - (314,000 + 59,600) = $ 1,400 .
Sanitary Sewer $ 25,000 - ( 0 +0) = $ 25.000
Net Difference $1,600,000 $1,635,000 $(35,000)

Thresher Square. 700 Ihird Slreel South' Suile 600, Mi/J/Jenpolis, MN 554/5' Phone: (612) 370.0700.
