That is why home owners get in trouble with contractors who do not complete the job: they paid <br />the contractor before the work was complete. I assume the city is not paying the contractor before the work is <br />done and tested. I expect you will not be paying the contractor until 30 days after the job is commissioned. I <br />would expect that to be in December or January, we therefore should also not have to pay the city before the <br />work is completed and tested and accepted by the city. Also, the option of paying it over time is not really an <br />option when you are charging 2% over prime. With prime at about 7.33% we would have to pay 9.33% or higher <br />when real estate loans are about 6%.
