Provides land- and <br />water-based recreation, as well as convenient and safe access to parks, trails and <br />recreation facilities in the region; encourages non-motorized transportation and <br />commuting; provides connections between the portions of Arden Hills south of Highway <br />96 and new development to the north, as well as among other neighborhoods otherwise <br />separated by roads; and, provides important resources to schools, colleges, employers <br />and other organizations in the region. <br /> <br />The expanded Vision is based on the changing needs of Arden Hills' residents, workers, and <br /> <br />guidance from other Arden Hills planning documents. In a 1996 survey conducted by Decision <br /> <br />Resources, Ltd., the City found that trails and trail linkages throughout the City were important <br /> <br />to residents for both recreational and utilitarian uses. Furthermore, the survey found that <br /> <br />residents were in favor of providing a variety of life-cycle housing options, encouraging higher <br /> <br />density housing in the form of townhome developmcnts and senior housing opportunities, and <br /> <br />affordable family housing, all of which can be conducive to a more physically active built <br /> <br />environment if done in accordance with active living principles. The 2002 and 2006 PTRC plans <br /> <br />werc dcveloped to incorporate thesc idcas into City planning documents. <br /> <br />The City's primary planning document, the 1998 Comprehensive Plan, outlines the broader <br /> <br />strategies and goals that, in part, work to incorporate active living principles in parks and trails, <br /> <br />zoning, and transportation. A key component of the Comprehensive Plan related to active living <br /> <br />is a call for incrcased connectivity between commercial, recreational, residential areas, and <br /> <br />neighboring communities. The Plan also states a nced for cxpandcd park facilitics, a community <br /> <br />athletic facility, and other capital improvements. <br /> <br />3 <br />
