<br />No. The applicant has indicated that duc to health concerns, it is necessary that <br />the applicant place most activities on the main level. The property would likely <br />still be a reasonable use as ifthc inhahitants did not need thc activitics on the <br />main level due to hcalth concerns. However, thc applicant is trying to make the <br />property work for their currcnt and future necds and thc changcs to the floor plan <br />will need to be made so that the applicants can remain in this property for thc <br />forcsceable futurc. <br /> <br />. <br /> <br />4. Was the hardship created by the owner? <br /> <br />No. The hardship is the result of years of erosion on the shoreline of Lake <br />Johanna which have washcd away several feet of shoreline at the southwest <br />comer of the property and reduced the dcvelopable area of the applicant's <br />property. The hardship is also due to the applicant's health concerns which have <br />neccssitated consolidating activitics on the main level of the housc. <br /> <br />5. \V ould grantiug the variance alter the essential character of the <br />neighborhood? <br /> <br />No. If the variance was granted the addition to the house and deck would bc <br />approximately 45 fect from the Ordinary High Water Mark (OHM) and thc <br />stairway to the deck would bc 41 fcet from the OHM. The addition would not <br />requirc the removal of any trecs and the f()liage would remain between the <br />structurc and the shoreline. Neighboring properties should not bc adversely <br />affected. <br /> <br />. <br /> <br />Deadline for Agenev Actions <br /> <br />TI1C City of Arden Hills received the completed application for this request on July 8, <br />2003. Pursuant to Minnesota State Statue, the city must act on this request by Septemher <br />7,2003 (60 days), unless the City provides thc petitioner with written reasons for an <br />additional 60 day review pcriod. The city may with the petitioner's conscnt extend the <br />review period heyond thc 120 days. <br /> <br />Options <br /> <br />1. Recommend approval as submittcd. <br />2. Recommend approval with conditions. <br />3. Recommend denial.
