<br />~, .' l #" <br /> <br />Minutes of Regular Council <br />Meeting <br /> <br />-4- <br /> <br />June 28, 1971 <br /> <br />REPORT OF COUNCILMAN OLMEN - Public Works <br />(absent) <br /> <br />Report given by James Kemper on Publ ic Works Committee meetings of <br />June 9 and June 23. <br /> <br />. <br /> <br />Disposal of Vllla~e Maintenance Equipment <br />Authorization was given the publ ic works department to dispose of <br />equipment (2 trucks an~ plows, mower for Ford tractor and 3 sewage <br />meters) that Is no longer being used by the Public Works Department. <br />L. Stromquist to I ist equipment for sale in l.M.M. magazine want ads. <br /> <br />Vllla~e Parking lot <br />MI'". Kemper reviewed the Public Works Committee recommendation that <br />the proposed blacktop parking areas be approved by the Council and <br />that the Council investigate the possibility of Including additional <br />parking plu. a blacktop foot path from the maintenance building to. <br />the Village Hall. Funds for the project are Included In the 1972 <br />budget requests. No action taken. <br /> <br />Proiect Completion, Water Improvement 68-2 & 68-3 <br />Upon recommendation of the Public Works Committee, the Council <br />directed Banister Engineering Company to work toward requiring <br />contractors to rapidly complete all the remaIning work In this project. <br />L. Stromquist was asked to send a list of monies withheld on these <br />projects to Council members and to Chairman Kemper. <br /> <br />Temporary Maintenance Department Employee <br />Motion was m~de by~. Hollenhorst, seconded by R. Herrick, that <br />Chris Toensing ti~ employed as a temporary employee In the sewer <br />maintenance department at a rate of $2.75 per hour, effective June 21, <br />1971; motion carried unanimously. <br /> <br />Comml~tee Tour of VlliaQe Streets <br />Mr. Kemper reported that the Public Works Committee toured the <br />Village to view the condition of the streets, drainage prOblem areas <br />and 11ft station access roads. <br /> <br />Seal CoatlnQ and Overlay of Streets <br />The Committee recommended that the Council allow the Public Works <br />Department to use In 1971 funds from the 1972 budget to patch and <br />. sea I coat streets I n the 68-2 and 68-3 a reas -tinct for 6v'3-r I ay of Oak <br />Avenue and Edgewater Avenue. Cost estimate for the wo-rk was taken <br />from Engineer Lund's report, dated May 24, 1971. No Council action <br />taken. <br /> <br />Proposed Closin~ of Service lane <br />Mr. Kemper reported that the Committee has no objection to closing <br />off the County Road E entrance to the Snelling Avenue service lane <br />except that an allowance should be made for a cul-de-sac adequate <br />for maintenance equipment. After discussion of the matter, the <br />Council determined to negotiate with Ramsey County on expenses for <br />the cul-de-sac. <br /> <br />REPORT OF COUNCILMAN HERRICK - Parks and Recreation, Human Rights <br />and OrdInance Review <br /> <br />. <br /> <br />R. Herrick reported recommendations made by the Parks and Recreation <br />Committee at their meeting of June 15, 1971. <br /> <br />Park Maintenance Employee <br />The Committee recommended that the Council hire one man, full time <br />year around, to maintain parks and park equipment, help with grounds <br />maintenance and be responsible for ice rinks; the salary to come from <br />the Parks and Recreation budget. Mr. Seggin and Mrs. lindquist, <br />Parks and Recreation Committee members, detailed the many prOblems <br />we now have with park maintenance grass cutting in particular. <br /> <br />They reported that great amounts of volunteer work was done In the <br />past by some committee members, Village citizens and R.
