Perry Park Site Plan <br />Mr. Ralph Perry, 3670 New Brighton Road, requested that. the "mess" <br />In the Perry Park area adjacent to his property be "cleaned ~pn; <br />stating that people are dumping there, even though the roadway ,is <br />chained and locked. <br /> <br />L. Stromquist was requested to advise the Public Works Department <br />that the "No Dumping" signs are missing from the Perry Park site <br />and should be replaced. <br /> <br />J. Hollenhorst advised the Council that the Planning Commission <br />recommends approval of the site plan, as presented by the Parks <br />and Recreation Committee, recommending moving the combination soccer- <br />football-softball fields, south of the proposed road, about twenty <br />five feet (25') to the east, eliminating the proposed dug-outs, and <br />changing the road width to twenty four feet (24'). <br /> <br />J. Hollenhorst moved that the Council concur with the recommendations <br />of the Planning Commission, approving the general site plan, as <br />amended; seconded by R. Herrick. The motion carried unanlm~uily. <br /> <br />R. Herrick advised that the fields may be moved slightly, to avoid <br />drainage problems, and the amount of grading will depend on the <br />location of the large gas main that runs through the area. He' <br />advised Mr. Perry that the contract calls for completion of the <br />filling operation by approximately April I, 1971, and.gradlng should <br />begin In a couple of weeks. <br /> <br />J. Hollenhorst advised the Council that the Planning Commission does <br />not recommend any Improvement of the park north of the proposed road <br />this year; restricting development to the portion of the park south <br />of the proposed road. He also relayed the Planning Commisslori's <br />discontent with the type of fill and the fact that the contractor <br />Is not fulfilling his obligations; suggesting that a committee Includ- <br />Ing R. Herrick, R. BJorndahl, G. Beggln, and C. Stoddard meet with <br />Attorney Courtney to'determlne the recourse to be taken; further <br />suggesting that the south field be graded to 920'elevatlon, if pos- <br />sible, using the excess fill for compaction of the filled area In <br />the north area of the park. <br /> <br />R. Herrick was requested to schedule the meeting as recommended. <br /> <br />REPORT OF COUNCILMAN E. G. HENDERSON - Flnan~e and Municipal Lands <br />and Buildings <br />Freeze Bill <br />E. G. Henderson advised the Council of a new bill before the House <br />and Senate which would freez'~property taxes to the dollar amount levied <br />In 1970, payable 1971, and would limit the Issuing of future muni- <br />cl~al and school distrIct bonds except by annual referendum. <br /> <br />R.G.L.M. Property Tax Reform Proposal <br />E. G. Henderson reviewed a letter, dated March 25, 1971, from R.C.L.M. <br />reStatewlde regulation of the valuation of real property, and moved <br />that the Council approve the adoption of the resolution, as read; <br />seconded by R. Herrick. Motion carried unanimously. <br /> <br />REPORT OF TREASURER WORTH G. READ <br /> <br />State Fund Distribution <br />Treasurer Read congratulated the Council in It.s efforts to obtain <br />retroactive compensation for the distribution of State funds, based <br />on the 1970 census figures; reporting that Senator Ashbach has authored <br />a bill to accomplish the distribution of the State funds, as requested. <br /> <br />-3- <br />
