They were informed that if they had the sewer <br />lines installed at that tirne of the year this spring the roads would be <br />very muddy and impassable but they wanted sewars so the sewar project was <br />initisted for their area.. <br />MR. SULLIVAN stated that he was as one of the sewer haarings at that time <br />and agreed that the majoritg of the people crere in favor of the sewar. <br />I � <br />i�,pYOR ASHBACA stated that the Council decided to have preliminary advisorg <br />hearings for the residents of each area in Arden Hills to see if theg <br />wanted st.teet improvemente and what kind. Arden Hi11s #3 has a ton <br />road of widths from 24 ft. to 30 ft. Check on those stireets £or settling, <br />etc..to see if a mistake was made. Sewera originally.had to be put in due <br />to the pressure of the residents who were tired of pumping cesspools and <br />elso due to newspaper publicity. <br />ll+ta;�or Ashbach flzrther stated that^we have had more complaints from Arden <br />Hills �'2 area than any other, why is tnat?n 4Ve can el3minate that area <br />from the road plan if that is what they want and oi1 and sand the streets. <br />only. <br />In answer to the four points raised by N?r.Sullivan in objection to the <br />permanent type roads "as mentioned in the newspaper storg" Ir;aqor Ashbach <br />stated - <br />1. V�later lines may not be here for 10 or 20 years, <br />should we wait that long for good roads. <br />2, Settling of the streets after sewer has been <br />installed is not a valid reason. Look at the <br />roads in Arden Hills #3 for example. <br />3. Drainage goes hand in hand with good roads. <br />4. Connectiops from each house is pebhaps the most <br />valid reason, ho�ever it has been the experience <br />o£ the villa�e that 85� to 95°� of the residents <br />have put in the sewer by the time a road program <br />ia iqi�iated. <br />ROGEH SHORT of Bannister Engineering Co. agreed with Magor Ashbachts <br />, conclusions. He stated that the settling of the roade is now taking place <br />. and ver5 infrequently will there be any further settling the second year. <br />Most communities proceed with a legal hearing after consulting only with <br />their advisors, engineers, Village Attorney and so on. Here in Arden <br />Hills the Council held adv3sory hearings to �et the residents opinions apd <br />then they went to work with their engineers and consultants to develop <br />a program tne villagers indicated they wanted. <br />• <br />Mr. Short ftzrther stated that due to the type of soil in Arden Hills <br />inadequate roads would always be a problam. <br />DR. WATZ, 1415 Skiles Iane, asked ii the swamp next to his house and N�. <br />Sullivans was connected to the road program.
