Herrick advised the Councl I that the Planning Commission recommends <br />Council approval of the Underground Utilities OrdInance, as amended <br />by the Planning Commission on May 4, 1971. <br /> <br />R. Herrick moved that AN ORDINANCE PROVIDING FOR THE UNDERGROUND <br />INSTALLATION OF UTILITY DISTRIBUTION LINES AND PROVIDING PENALTIES <br />FOR VIOLATIONS, be given Its second reading; seconded by S. Olmen. <br />Motion carried unanimously. <br /> <br />. <br /> <br />Bul Idlnq Code <br />R. Schumacher reported that Councilman J. Holienhorst recommends to <br />the Council that the Uniform Building Code be up-dated to the 1970 <br />edition. <br /> <br />The Council referred the Uniform BuildIng Code to the Planning <br />Commission for its study and recommendations to the Council. <br /> <br />REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Government <br />Bui Idlngs. <br /> <br />Open Space land Acquisition <br />Tabled until May 24,1971 COuncil m&8ting. <br /> <br />EIVlew Construction Com~anv Claim <br />E. Gray Henderson moved that the EIView Construction Company claim, <br />In the amount of $16,837.56, be paid; seconded by S. Olmen. Motion <br />carried unanimouSly. <br /> <br />Tax Freeze Bill <br />E. Gray Henderson reported that the "Tax Freeze Bill" is now under <br />consideration by the legislature with several suggested modifications. <br /> <br />Electric Rates - Columbia Heights Resolution <br />E. Gray Henderson read a letter and suggested resolutIon from the <br />Mayor of Columbia Heights, objecting to the 8% Increase In N.S.P. <br />utility rates. <br /> <br />E. G. H~nderson moved that the Council a~opt the resolution, as read, <br />substituting "Arden Hills" for "Columbia Heights" and "village" for <br />"cIty"; seconded by R. Herrick. Motion carried unanl~ously. <br /> <br />. <br /> <br />A copy of the resolution, as adopted, is to be sent to N.S.P. and to <br />the Mayor of Columbia Heights by l. stromquist. <br /> <br />Street llghtlnq <br />E. G. Henderson reviewed the report of the Finance subcommittee re <br />Vlilage street lighting, which recommends to the Council that the <br />underground lighting system be purchased outright, rather than financing <br />through N.S.P.; requiring a capital outlay of $i6,000 to $17,000 to <br />Install about 35 lights on recommended poles with underground wiring. <br />N.S.P. would own the overhead lighting system, about 53 I ights. The <br />annual cost to the Village under this plan would be $47.50/year per <br />overhead light and $27.50/year per underground light (Including <br />electricity and maintenance). <br /> <br />The Council referred the Finance subcommittee report to the Planning <br />Commission for Its study and recommendations to the Council. <br /> <br />REPORT OF COUNCILMAN STAN OLMEN - Public Works <br /> <br />New Brighton Road - Glenpaul Road Area Drainaqe <br />S. Olmen reported that the Public Works Committee discussed the <br />drainage situation at New Brighton Road and Gl~npaul Road, and re- <br />quested E. Beecher to contact Banister Engineering Company for an <br />estimated cost of storm sewer construction and how the cost Is usually <br />apportioned. <br /> <br />Sanitary Sewer Cleaning <br />S. Olmen reported that the Public Works Committee recommends that 1/3 <br />of the ~anltary sewers be cleaned each year; the cost, if done by the <br /> <br />-4- <br />
