HWY. 96 Mr. Schumacher advised the Council that the Planning Comml~slon recommends approval of the permits, as requested, for a~perlod of one year. (Permit Nos. 71-1 and 71-2) Councilman J. Hollenhorst moved concurrence with the Planning Commission recommendation, approving the excavation permit and fill permIt, as requested, for a period of one year (March 8, 1971 through March 8, 1972). MotIon ~as seconded by E. G. Henderson and 'carried unanimously. Case No. 70- - Accessar Use Permit Mr. Schumcaher advised he Council tha the Panning Commission recommends approval of the accessary use to sell bowling and miscel- laneous sports equipment at Flaherty's Arden Bowl, 1273 West County Road E; determining that a Special Use Permit will not be required because the proposed accessary use Is Incidental to the principal business, is entirely enclosed within the prinelpal building, and does not exceed 30% of the floor space of the principal building. J. Hollenhorst moved concurrence with the Planning CommissIon recom- mendation to approve the accessary use and not require a Special Use Permit, subject to the reasons outlined In the Planning Commis- sion Minutes of March 2, 1971. Motion was seconded by S. Olmen and carried unanimously. (Clerk Administrator Stromquist was requested to list this accessary use for consideration of future licensing.) Case No. 70-48, Mobile Home Court Ordinance Mr. Schumacher advised the Council that the Planning Commission recommends approval of AN ORDINANCE REGULATING THE LOCATION OF MOBILE HOMES AND ESTABLISHING STANDARDS AND RULES OF OPERATION FOR MOBILE HOME COURTS, AND ESTABLISHING PENALTIES FOR VIOLATiON, as amended on March 2, 1971. Copies of the proposed ordinance, as recommended for approval by the Planning CommissIon, were requested to be 'sent to each Council- man for study prior to Council action. Code Enforcement Offic~r Appointment Recommendations R. Schumacher advised the Council that the Planning Commission concurs with the subcommittee's recommendations, dated February II, i971 and February 16, 1971, recommending the appointment of Mr. Lawrence Squires as Code Enforcement Officer. J. Hollenhorst moved that the Council concur with the Planning Commission recommendations, appointing Mr. Lawrence Squires as Village Code Enforcement Officer, starting Immediately, at an hourly rate of $7.50/hour; one hour twice a week to be spent in the office ($15.00 per week) plus Inspection time not to exceed 80% of the Building Permit fees. The motion was seconded by E. G. Henderson and carried unanimously. REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal Lands and Buildings Construction Contract, Addition to Vlllaqe Hall and Maintenance Buildlnq (See Attorney's Report) REPORT OF COUNCILMAN RONALD HERRICK - Parks and Recreation, Human Rights and Ordinance Review School District Recreation Department Advisory Committee Appointment R. Herrick moved that Mr. Robert Anderson be appointed to represent Arden Hills on the School District Recreation Department Advisory Committee, as recommended by the Parks and Recreation Committee. The motion was seconded by J. Hollenhorst and carried unanimously. Municipal Policy and Leqislative Proposals R. Herrick advised the Council that the State Guarantee of Local Bond Issues and Short Term Financing, proposed by the League of Minnesota Municipalities, were approved by mal I bal lot on December 31, 1970.
