HWY. 96 <br />Mr. Schumacher advised the Council that the Planning Comml~slon <br />recommends approval of the permits, as requested, for a~perlod of <br />one year. (Permit Nos. 71-1 and 71-2) <br /> <br />Councilman J. Hollenhorst moved concurrence with the Planning <br />Commission recommendation, approving the excavation permit and fill <br />permIt, as requested, for a period of one year (March 8, 1971 through <br />March 8, 1972). MotIon ~as seconded by E. G. Henderson and 'carried <br />unanimously. <br /> <br />Case No. 70- - Accessar Use Permit <br />Mr. Schumcaher advised he Council tha the Panning Commission <br />recommends approval of the accessary use to sell bowling and miscel- <br />laneous sports equipment at Flaherty's Arden Bowl, 1273 West County <br />Road E; determining that a Special Use Permit will not be required <br />because the proposed accessary use Is Incidental to the principal <br />business, is entirely enclosed within the prinelpal building, and <br />does not exceed 30% of the floor space of the principal building. <br /> <br /> <br />J. Hollenhorst moved concurrence with the Planning CommissIon recom- <br />mendation to approve the accessary use and not require a Special <br />Use Permit, subject to the reasons outlined In the Planning Commis- <br />sion Minutes of March 2, 1971. Motion was seconded by S. Olmen and <br />carried unanimously. (Clerk Administrator Stromquist was requested <br />to list this accessary use for consideration of future licensing.) <br /> <br />Case No. 70-48, Mobile Home Court Ordinance <br />Mr. Schumacher advised the Council that the Planning Commission <br />recommends approval of AN ORDINANCE REGULATING THE LOCATION OF <br />MOBILE HOMES AND ESTABLISHING STANDARDS AND RULES OF OPERATION FOR <br />MOBILE HOME COURTS, AND ESTABLISHING PENALTIES FOR VIOLATiON, as <br />amended on March 2, 1971. <br /> <br />Copies of the proposed ordinance, as recommended for approval by <br />the Planning CommissIon, were requested to be 'sent to each Council- <br />man for study prior to Council action. <br /> <br />Code Enforcement Offic~r Appointment Recommendations <br />R. Schumacher advised the Council that the Planning Commission concurs <br />with the subcommittee's recommendations, dated February II, i971 and <br />February 16, 1971, recommending the appointment of Mr. Lawrence <br />Squires as Code Enforcement Officer. <br /> <br />J. Hollenhorst moved that the Council concur with the Planning <br />Commission recommendations, appointing Mr. Lawrence Squires as <br />Village Code Enforcement Officer, starting Immediately, at an hourly <br />rate of $7.50/hour; one hour twice a week to be spent in the office <br />($15.00 per week) plus Inspection time not to exceed 80% of the <br />Building Permit fees. The motion was seconded by E. G. Henderson <br />and carried unanimously. <br /> <br />REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal Lands <br />and Buildings <br /> <br />Construction Contract, Addition to Vlllaqe Hall and Maintenance <br />Buildlnq <br />(See Attorney's Report) <br /> <br />REPORT OF COUNCILMAN RONALD HERRICK - Parks and Recreation, Human <br />Rights and Ordinance Review <br /> <br />School District Recreation Department Advisory Committee Appointment <br />R. Herrick moved that Mr. Robert Anderson be appointed to represent <br />Arden Hills on the School District Recreation Department Advisory <br />Committee, as recommended by the Parks and Recreation Committee. The <br />motion was seconded by J. Hollenhorst and carried unanimously. <br /> <br />Municipal Policy and Leqislative Proposals <br />R. Herrick advised the Council that the State Guarantee of Local Bond <br />Issues and Short Term Financing, proposed by the League of Minnesota <br />Municipalities, were approved by mal I bal lot on December 31, 1970. <br />(Mr. Herrick left a copy of 1970-1971 Municipal Policy and Legislative <br />Proposals of the League of Minnesota Municlpai itles with L.
