It should be noted that since Northwestern <br /> College does not have a vehicle entrance in Arden Hills, there should not be an issue with on- <br /> street parking in Arden Hills. <br /> As noted above, the College is proposing to construct two parking garage on the Campus. <br /> One of the garages would be entirely within Arden Hills and the other garage would straddle <br /> the border with Roseville. The parking garages would have a combined capacity ofbetwccn <br /> 690 and 840 parking stalls. <br /> Circulation <br /> From the College's main entrance on Lydia Avenue in RosevilIe, there is one main campus <br /> road that bisects the campus along a nOlth-south route. In order to increase safety and create <br /> a centralized "Campus Green:' Nortll\vestell1 College is proposing to relocate a portion of the <br /> main campus road from the central portion of the property to the eastern portion ofthc <br /> property near Asbury A venue in Arden Hills. The road would encircle most of the buildings <br /> and parking lots on the Ardcn Hills side orthc campus to creatc a ring road. Whilc there <br /> would not be a connection to Asbury Avenue, this would bring vehicles closer to the <br /> neighboring residential areas. The College has included some references to landscaping and <br /> berms along their eastell1 property line to screen the road and traffic from neighboring <br /> residential areas. <br /> . S. Lighting ~ Determined during ,,-S'ite Plan Review process <br /> On page 13 of the PUD Application Report. it states that Northwestem College is committed <br /> to conforming to the City's light standards that limit casting light onto neighboring <br /> properties. The Zoning Code limits light to no more than .4 f()ot candles at the property line. <br /> The lighting for a new or expanded building would be addressed in detail during the site plan <br /> review process. Nevertheless, a condition restricting new lighting near residential areas may <br /> be warranted. <br /> 9. Stormwater Management ~ Determined dllring Site Plan Rel'iew process <br /> The 1991 J\laster Plan did not include any information regarding stormwater management. <br /> As notcd in the PUD Application Report, Lake Johanna and Little Lake Johanna are <br /> classified as impaired lakes by the Minnesota Pollution Control Agency, which means that <br /> proper ston11\vater management is imperative for all development on the lake.
