campus that addresses a number of environmental, drainage, and st0ll11water issues and how
the impacts of the campus expansion can be mitigated (Attachment 3D-3). Thc Study also .
includes the applicable regulations that the College is subject to. The campus is divided into
twelve watersheds, and the types of best management practice (BMP) that would be
appropriate within each watershed is listed in the study. The appendix includes a description
of each type of BMP and Figures 5 & 6 show where stormwater management features may
be located.
The Stormwater Study and proposed BMPs is not meant to prescribe the exact stonnwater
collection and treatment measures that will be implemented with each new or expanded
building. Instead, the Study provides a toolbox of mitigation measures and best management
practices that can be used before, during and after each stage of constnlction. Similar to the
landscaping plan, a detailed stonnwater management plan will need to be submitted with
each proposed building or expansion on the Arden Hills side of the campus.
The full study with a complete listing of the best management practices is in POF f0l111at on
the CD in Attachment 3D-3 and online at www.ci.arden-hills.mn.us.
10. Student Population
The current student population is approximately 1,650 students, which is the maximum
permitted by thc Conditional Use Permit from 1996 (Planning Case 96-22). The Master Plan
proposes to increase the student population to 2400 by the year 2018, which is a 45.5 percent
increasc. The proposed growth per year can be seen on page 6 of the PUD Application
Rep0l1. .
For comparison, Bethel University has approximately 2800 students at their Arden Hills
campus.
11. Additional Review
The Fire Marshal, City Attoll1ey, and Building Official are reviewing the proposal and will
have comments prepared for the March Planning Commission meeting.
The City Engineer's comments are included in Attachment 30-2. The comments are general
in nature because more detailed reviews would be conducted as individual projects within the
plan are constructed.
Ci()' u/Anl.'ll lIills
P/{[//f1illg Commissioll Meeting/i)r Fcbrum:I' 7, 2007
'.'-:\-!etw-ineLus'-anknhills-'Planning'J>lanning Cases\20l)I)\O()-o37 Northwestern College \1aster Plan (1'I.:NDI!\G)'OI2407 - PC J{cporl- .
:'>orthwcstern College Master Plan_d\lc
Page /Or1'12
