,
While relatcd to the Final Plat, this condition must only be completed prior to the
applicant filing the Final Plat with Ramsey County. Until proof is submitted that Lots 2
and 3 arc indeed suitable for building, the City will not sign the Final Plat, which means .
that Lots cannot be sold or built upon. All suhmitted documentation will bc subject to
City Enginccr approval.
Since thc applicant may not be able to obtain thc required soil borings or other proof that
the lots arc suitable for building, Staff is rccommcnding that the dcadline for filing thc
Final Plat with Ramscy County be extcndcd from 60 days to 180 days in case additional
work or timc is need cd to complete the soil stabilization or if the City Engineer requires
additional information.
V c1!etation and the Hillside
The trce removal plan approved in the prcliminary plat was cxtcnsivc and, as expected,
grcatly changed the look of thc property. A largc portion of the tree removal was nceded
fnr the City's stormwater managemcnt pond and wetland project that will help treat
stonnwater from the western section of the Ridgewood Neighborhood. Thc remaining
trcc removal was donc by thc applicants to create spacc for two dwellings on the two
proposed lots.
During the prcliminary plat rcview. therc was a concem regarding the long-term stability
and aesthetics of the Siems Com1 hillsidc on the castem side of the propcrty. In rcsponsc
to the concern, condition number 14 \Vas included with the preliminary plat approval: .
14. Trees shall not be removed within the forty foot sctback from Siems Court
without approval from the City Planncr and City Forester.
Staff did meet with the applicant's contractor at the propel1y to discuss the approved
locations for tree removal. Unfortunately, once the tree removal proccss began. therc was
a concern that four to six trces may havc been removed from the base of the hill that was
still within the forty foot setback area from Siems Court. Sincc a trce survcy was not
rcquircd for this propc11y, it is difficult to dcterminc exactly what size or typc of trees
Illay have inadve11cntly been rcmovcd li'om thc forty foot setback arca,
Regardless of the trces that may have bcen removed from thc fOl1y foot setback arca, the
lack of vegetation on thc hillside was promincnt once the trees were rcmoved from the
approvcd trec removal area on the Oat portion of the property. Thc rcmoval of buckthom
and dead vegetation, both of which is usually promotcd by the City, may have also
contributed to the sparsc look of thc hillsidc. Furthermorc, thc Cit),'s wad reconstruction
project required thc removal of some vegctation at the top of the Siems Court hillsidc
Cill' (!i .,In/ell Hi/Is
Plallnillg COli/mission Meeting/in- Ft'hrzul/)' 7, 2007
'J',ktnl-lnet.u" ,ankuhills\Planrllng'J'Ianning Cases\211I1t>'J)(>-039 Buullll Finall'lal (Pf::r\L>ING 1'.1) II ()()7 - f'<.
