<br />Plan Evaluation: Ordinances <br />1. Landscaping Plan Proposal . <br />Vegetation Plan: The vegetation/landscaping plan, a detailed list of the plantings and an <br />estimated cost of the proposed plantings is in Attachment 3B-4. The applicant is proposing <br />to use 25 different types oftrees, plants, and bushes for a total of 184 plantings at an <br />estimated cost 0[$19,107.40. To help visualize the landscaping plan, the applicant has <br />submitted pictures and inforn1ation about each type of plant that is proposed to be used on the <br />property. The vegetation plan includes a mixture of trees, large and small shruhs, flowers, <br />and vines. <br />The applicant will also be restoring the shoreline vegetation. They are currcntly working <br />with the Rice Creek Watershed District (RCWD) to select the appropriate types of plants. A <br />list of plant options for along the shoreline is included with this report (Attachment 38-2). A <br />final review from the RCWD was not available in time for thc printing of this rep0l1. <br />Retaining Wall: Due to the steep hillside, the applicant is proposing to construct a four foot <br />high retaining wall along the property line facing Lake Johanna Blvd. The applicant has <br />suhmitted two different pictures of retaining walls that may be used on the property <br />(Attachment 3B-1). Trees and bushes in front of the retaining walls would screen much of <br />the wall from the lake. Two types of vines would also he used to screen the walls and <br />provide additional vegetation on the property. <br />There are two other four foot high retaining walls proposed for the propel1y. One of the . <br />retaining walls is located on the nOl1hwestern part of the property. The other retaining wall is <br />located near the southeastern comer of the proposed dwelling. <br />Rain Garden/Stomnva/er kJanagement: The proposal includes a rain garden to treat and <br />store on-site storm water (Attachment 38-4). The rain garden is located immediately west of <br />the retaining wall and is filled with plants appropriate for a rain garden. The Rice Creek <br />Watershed District is reviewing the application to ensure that the rain garden is sufficient for <br />runoff on the property. There was no storn1\vater treatment on the property prior to this <br />proposal. <br />There is an existing pipe along the northern edge of the lot in a utility casement that carries <br />stormwater from Fairview Avenue to Lake Johanna. This pipe was not damaged in the <br />clearing and will remain in place. <br />Erosion ('on/ro/: The City and the Rice Creek Watershed District (RCWD) monitor erosion <br />control on the propel1y (Attachment 3B-4). The proposed rain garden and landscaping will <br />create natural erosion control measures and help stabilize the hillside. The RCWD is <br />reviewing the building and rain garden proposal.
