management in place before the clear-cutting; however, there was also no impervious surface
on the property before the clear-cutting. The rain garden wi 11 help compensate for thc
. impervious surface on the property. The proposed impervious coverage is 25 percent for the
driveway and homc; the maximum is 35 percent.
Ramsey COll1l(V: Ken Haider from Ramsey County has reviewed the proposed landscaping
plan and approved the landscaping that would be located in the Ramsey COllnty right-of-way
along Lake Johanna Blvd.
Rice Creek Watershed District: The Rice Creek Watershed District (RCWD) docs not
review landscaping plans for this t)lJe of developmcnt; however, they do rcvicw the plans for
the proposed dwelling and stormwatcr management. Thc RCWD has issued a Conditional
Approval Pending Receipt of Changes (CAPROC) for the proposed dwelling (Attachment
3B-l). A copy of the CAPR.oC has been submitted to the City and is included with this
packet. Based on the requested infonnation from RCWD, it is quite likely that the permit
will be granted.
2, General Evaluation Criteria
Since a residential property is gencrally not subject to the sitc plan revicw process for
landscaping, there is not a prescribed procedure lor evaluating the proposed landscaping
plan. Evaluation criteria may includc, but is not limitcd to, thc lollO\ving:
. Compatibility with neighboring propc11ies;
. . Sufficient replacement of previous vegetation;
. Plant diversity and placemcnt;
. Screening from the lake;
. Long-term crosion control;
. Stonnwater management;
. Long-term viability of the plantings; and,
. Approvallrom Ramsey County/Rice Crcek Watershed District;
When evaluating the total landscaping plan, any conditions imposcd on the plan must be
commensuratc to the violation and remediation. It is important that there be an essential
nexus or connection between the plan, the conditions for approval, and the mitigation of the
impact from thc clear-cutting.
3. Special Use Permit - Section S.D.3.b
Typically, a site plan revie\v also uses the special use permit criteria in the evaluation
process. Since this is an atypical application, most of the special use permit criteria do not
apply. However, Section 8.D.3.b of the Arden Hills Zoning Ordinance lists the criteria Ii.)r
City o(Ardt'llllills
P/al1lzing COl/lmission Mct'/ingf{Jr Octohcr -/, ]IJt)(i
. \:'\/clro-iIlCI.1I.1 !lIrdml1illsi/'llIlIlIillgil'/lIl1l1i1/g ClIs('s\:!Ii06:!)IH):!S Ngo Sill' PIII1/ RCI'il'1\" rPFN/)/N(~J'()9/3(16 - /'( . r<,porl - :v:~o Sill' 1'llIn
R('\'icu'.(loc "age 5 of 7
