<br />2006 PMI' . <br />IOi26/20()() <br />Page 2 <br />FINANCJAL IMPLICATIONS <br />The estimated costs in the most recent Clt> reviewed by the City Council were $1,0]2,791. Staff <br />has estimated costs fCll" construction and engineering for this project and included these in the <br />proposed 2007 nudget. The proposed project funding is as listed below: <br />PIR: S 4.t(l,300 <br />General Fund (StreL'ls): S200.000 <br />Storm Se\\"tT Fund: S23.000 <br />Sanitary Sewer Fund: $23.000 <br />Water Fund: S23.000 <br />Total: $7] 5.300 <br />The estimate ft)r the water fund was originally listed as $135,000, but turther review by Puhlic <br />Works staff indicated the improvements in the proposed project areas are not as extensive as <br />were anticipated. Necessary improvements to all utilities will he confirmed during preparation of <br />the feasibility report. <br />The City of Rosl'\ille is ofkring engineeling services at an estimated cost of$99,XOO, \vhich is <br />included in thc hreakdown listt:d above. The cost for preparing the feasihility report (included in <br />the total cngilll:lTing services estimate) is estimated at S I 0,000. URS provided an estimate for . <br />engineering senices ttlr the project for approximately $] 35,000. <br />The feasihility report will only address the streets scheduled for mill and overlay. The seal <br />coating portion of the PMP is not assessed back to propcrty owners, and will he hid as a separate <br />contract. Staff will be ahle to prepare and manage this project in-house. The estimated eost for <br />seal coating the streets proposed t(lr 2007 is $51,000. This cost is not ineorporated into the <br />figures listed ahove. hut is included in the proposed 2007 budget. <br />Contracting \vith the City of Roscville to complete these engineering services should provide <br />additional eost sayings dUJ-ing plan preparation and construction. The project, if completed by <br />URS, would ha\(' additional project costs f(lr Roseville engineering staffto review and oversee <br />the work. If Rosnille engineering statl prepares the feasibility report, plans and specifications, <br />these review costs are included as a pm1 of the proposal. There is an opportunity 1()r savings <br />during construction by hidding the projcct jointly with Roscville; Roscville also has a mill and <br />overlay project scl1\::dukd ftlr 2007. By bidding thesc projects together as one contract and <br />advertising early. we anticipate competitive bids. Largcr contracts and early advertisements tend <br />to ereatc more interest ti-om contractors. <br />RECOMl\'IENDED COUNCJL ACTION <br />It is recommended that the Council authorize preparation of the feasibility report and approve the <br />construction agreement with the City of Roseville ft"Jr the 2007 PMP Improvements. . <br />
